论燃气特许经营权
以国有燃气企业为视角

摘要：特许经营权已成为吸引各类资本投向公用事业和基础设施建设的有效保障。燃气特许经营权是
指政府授予符合条件的燃气企业在一定时间范图内，在特定区域内从事燃气运营、管理的一科独占性权利，由特许经营权人对该项燃气公用事业进行兼具公益性和营利性的活动，并承担相应的责任与风险。而国有燃气企业在取得和行使燃气特许经营权的过程中，既需要利用自身的优势资源充分发挥燃气特许经营权的经济效益，又需要增强识别和应对与燃气特许经营权相伴随的法律风险，实现国有资产的保值和增值。

Abstract :During the process of how the stateowned gas enterprises to acquire and exercise gas concession process,
we need to use their own resources advantage into fully planning the economic benefits of gas franchise, but also to strengthen the identification and response of accompanying legal risks in gas franchise, to achieve the preservation and appreciation of state assets.This paper has a thorough discussion to all the above issues.
