国际EPC工程中棍装与系统集成设备的常见问题及应对措施关沂山
摘要:石油企业在承揽国际EPC工程中,虽获得了可观利润并抢占了市场,但电遵到了图难和挑战,特别是技术含量较高的撬装和系统集成设备安装调试制约了企业的发展。可从技术和管理两个层面探讨应对措施。
管理层面应由采办部率头组织检验活
动,设计部、质量部、试运部和施工部配合,各部门的管理界面明确划分;技术层面从设备工程界面、备品备件、配套散材和特殊工具四个方面重点关注。通过技术和管理两方面措施可确保设备出厂检验时发现不符合项,并在出厂前及时进行整改,以避免设备到达现场后的安装调试出现固难

Abstract: During the market expansion of Chinese oil and gas companies in overseas EPC projects, while we have acquired considerable profit as well as global market shares, and al ways been faced with certain difficulties and challenges.Especially problem of management on skid and integrated equipment for installeation and debugging with advanced technology se riously restrict the further development of Chinese company. The corresponding solutions al so have been discussed from both technical and management points of view. From technical point of view, special attention should be paid to equipment interfaces, spare parts, loose
items and special tools.
From management aspect, the whole team, led and centered on
procurement, which plays the core role in the Factory Acceptance Test (FAT) activities. needs to be well organized, with close but clear interaction and responsibility interfaces, from all relating depdrtments including engineering, quality, commissioning and construction The above corresponding solutions ensure that defect can be easily found and cleared during FA T stage, in order to avoid equipment instellation debugging difficulty after arrived on site Key words: overseas EPC project; skid equipment; integrated equipment; factory accep tance test

存在的问题
(1)设备到场后由于缺少材料或者材料型号错误无法安装,或由于随撬装设备到场的备品备件缺漏而无法将EPC工程整体移交,导致需要在项目后期购买大量材料。国际工程中业主对材料供货商有较高的要求和严苛的审批流程,在后期购买材料将对项目成本和工期造成沉重负担。
