贵安国家级新区轨道交通线网规划研究与实践

摘要：以贵州省贵安新区的轨道交通线网规划为例，分析跨越城市行政界线的国家级新区轨道交通线网规划应注意的两大重点间题，即如何合理确定规划范围以及轨道交通的发展模式。线网规划打破行政区划限制，从区域一体化角度提出以大贵阳都市区轨道交通线网引导贵安新区发展，并通过构建市域快线和市区普线的双层次线网，以加强贵安新区与贵阳市中心城的快速联系，支持贵安新区核心片区发展，支撑贵阳-贵安同城协调化发展目标的实现。

Abstract: This study analyzed two important issues that should be paid attention to in the planning of urban rail transit network across city administrative boundaries based on the case of rail transit network planning in Guian new area, The two issues are how to determine the planning scope and how to develop a mode of rail transit rationally. The network planning was out of the eonenesaee area development was proposed from the perspective of regional integration, To effectively strengthen the quick connection be-tween the Guian new area and Guiyang, and to guide the development of the internal district of Guian new area, as well as to re-alize the goal of integration of Guian, the constructions of the two networks in Guian new area, including city express line through the core area and general urban line network, were proposed.

研究背景 1
国家级新区是由中华人民共和国国务院批准设立的，承担国家重大发展和改革开放战略任务的综合功能区[1]。截至2016年6月.全国共有18个国家级新区获得批复。从已经建立和发展的各个新区来看，由于其设立的时期不同，发展的基础和在区域中承担的历史使命、体现的发展构想也都各有不同。综合判断，

国内新区发展主要有两种类型：一种是以浦东、两江等为代表的城市新区，即在原有一个主要的中心城市行政范围内选址，且中心城市和城区的发展基础优越，力图在政策驱动下使新区建设快速启动见效：而另一种是以贵安、西咸等为代表的城市新区，跨越多个城市的行政界线，不仅管理体制模式不同，而且在发展使命上也更多地体现了整合省域资源、带动全省发展的意义。
由于国家级新区的战略定位高、规模较大，因此，无论从引导新区发展还是满足未来交通需求等方面考虑，采用轨道交通服务国家级新区已成为共识。目前
