服务类招标工作的特点与管控

【摘要】对服务类据标的内在特征进行了提炼，即标的小，种类多，潜在投标人数量少，投标文件的编制工作量较大共4个方面，对股务标的管理特点进行了归纳和解释，如"样的小"决定了招标方案的选择上往往体现“价格不是主要的竞争素"；“种类多决定了服务标所涉投标人资质范图基广；“潜在投标人数量少"决定了对投标人的资格审查一般不选择预审方式等。重点阐述了服务类招标实施过程中应注意的事项：确定招标方式.起草招标文件、根定合同条款.明确取费标准和完善评标办法5个方面，
[Abstract JThis paper makes a refinement ofthe intrinsic features ofthe service bidding,i.e., the small number ofthe contract price, there are manytypes, theless number ofpotential bidders,the large workload ofthe preparation ofthe tender documents are four aspects. Thus thc characteristics ofthemanagementoftheservices bidding presents asfollowings,such as“the smallnurmber ofthe contractprice"determines the bidding scheme selection is often reflected “price is not the main competitive factors"; the characteristic of “many types"determines the service bidder qualification range far and wide:“the less number of potential bidders"determines the qualification ofthe bidders generally do not choose the pre-trial. The service bidding implementation process should payattention to matters ofthis paper deals with the detemination ofbidding mode, draftingbidding documents, formulating the terms ofthe contract,cleariy take fee standards and improving the evaluation methods.

原国家计委于2000年在《工程建设项目招标范围和规模标准规定》（原国家计委第3号令）中将工程建设项目的相关采购分为3个类别进行表述，即施工、货物采购、服务采购。后在2002年的《招标代理服务收费管理暂行办法》原国家计委[2002]第1980号文)第七条仍维持上述3种分类方法，只是将

施工招标统称为“工程招标”，包括客类土木工程、建观工程设备安装、管道线路敷设、装饰装修等建设以及附带服务的招标；其余两类分别是：货物招标，包括原材料、产品、设备和固态、液态或气态物体和电力等货物及其附带服务的货物招标：服务招标，包括工程勘察、设计、咨询、监理，矿业权、土地使用权出让、转让和保险等工程和货物以外的服务招标。由于工程招标的标的额大，竞争激烈，因此历来是理论界探讨的重点。货物招标虽没有施工招标的社会关注度高，但由于以往政府采购主要以货物和设备招标为主，因此，围绕政府采购的相关专业人士以及供货厂家对此也有较多的探索，唯有服务类招
