天津高银117大厦PC总承包项目矩阵式构架绩
效管理研究与实践

(1.中建三局集团有限公司工程总承包公司,湖北武汉430064;2.中建三局集团有限公司,湖北武汉430064)[摘要】由于PC总承包项目的合约责任、范围与MC总承包项目不同,使得项目管理的核心业务差异也较大,从而改变了项目的生产关系和生产组织,导致总承包管理模式与构架也发生变化。从而使总承包企业原有的传统MC 总承包项目绩效管理体系无法适用于PC总承包模式下矩阵式构架的项目绩效管理。基于天津高银117大厦PC 总承包项目矩阵式构架绩效管理工作实际,分析目前PC总承包项目绩效管理存在的问题,从PC总承包矩阵式构架项目考核评价特点、考核方式、岗位绩效管理等方面,系统提出了PC总承包项目矩阵式构架绩效管理实施办法。【关键词]高层建筑;PC总承包;矩阵式构架;绩效管理;应用

Abstract:Because of the difference of contract obligation & scope between PC general contract project and MC general contract project, there are appreciable differences in core business of project management of two projects above. Then the construction relation and construction organization of project changes, which leads to the variation of management mode and organization of general contract project.As a result,the performance management system of traditional MC general contract project doesn't apply to that of PC general contract project. In this paper, based on the performance management of matrix organizational structure of Tianjin Gaoyin 117 Building in PC general contract management mode, the current problems of performance management of PC general contract project are analyzed. Then the implementing measures of performance management of matrix organizational structure of PC general contract project are proposed systematically, which includes the characteristic of assessment and evaluation, assessment methods and post performance management of PC general contract project with matrix organizational structure.

项目的合约范围分3大部分:自行完成部分、业主认可分包、业主指定分包。业主认可分包按照人围名单不反对、招标文件不反对、中标单位不反对、中标价款不反对的“四个不反对”的原则,由总包组织招标。所有的分包均与总包签订合同,由总包对业主承担唯一责任。
