天津高银117大厦PC总承包项目物资供应商
管理探索与实践

［摘要】随着PC总承包管理模式的探索与发展，工程项目综合型的物资需求对物资采购管理工作提出了更高要求。供应商管理作为物资采购的关键环节，建立一套与PC总承包管理模式相适应的完善、高效的物资供应商管理体系是顺应时代发展的一种趋势。结合天津高银117大厦项目工程管理的实际，通过论述物资供应商的引进、供应商评价体系、战略合作关系的建立以及117大厦项目物资供应商管理情况，对PC总承包管理模式下的物资供应商管理进行了研究和探讨。

Abstract: With the exploration and development of the PC general contracting management model, comprehensive materials of engineering projects demand puts forward higher requirements on material purchasing management. Supplier management is the key link in the process of material purchasing- It is a trend of development to establish a set of materials supplier management system which is compatible with PC general contracting management mode and perfect and efficient. This paper studied and discussed the material supplier management of PC general contracting management by expounding how to introduce supplier and the evaluating system of supplier and the establishment of strategic cooperative relations, as well as the materials supplier management of 117 building project combining with the actual conditions of engineering management.

所有的工程项目物资都是最基本的资源之一，其供应进度是影响项目实施进度的重要因素，其质量是工程质量的基础，对其管理与控制是控制工程投资的重要手段。保证物资“适时、适量、适质、适地、适价”高效供应，是保证项目建设进度、质量和费用的重要基础。供应商管理是决定上述要求能否有效实现的关键环节，有效的物资供应商管理其实就是控制了物资采购的渠道，可大幅节约物资采购成本，提高物资质量。

PC总承包管理模式是当下和将来很长一段时间工程管理的探索方向和发展方向。与传统工程项目相比，传统工程项目承包商所涉及的物资采购通常只限于某一个特定专业的某些特定物资，而PC 总承包管理模式下总承包商向业主承担施工阶段的全部工程责任，这种模式下的物资采购将涉及项目所有专业分包，其物资的品种之多、范围之广、对工程总成本的影响之大是传统工程项目所完全无法比拟的。也正是由于PC总承包管理模式的这些变化和特点，总承包管理对项目的物资采购工作提出了更高要求，降本增效、保证质量的物资采购要求在PC总承包管理模式下显得更为突显。随着PC
