对当前我国磷肥产业布局调整和优化问题思考

Thought on adjustment and optimization of phosphate fertilizer industrial distribution
in China under the current situation GAO Yuan,ZHANC Sheng,GUO De-chun

Abstract: Based on nearly 50 years of development, the regional distribution of China' s phosphate fertilizer industry has basically been determined and the trend becomes reasonable, the industrial concentration degree is improved. However, with the increase in smelting gas sulfuric acid production technique and the yield, the enhancement of environment protection and safety production requirements, the pressure of logistics and rail capacity, and the contradictions both the serious excess demand of phosphate production capacity in the nationwide and the short supply in local, it is necessary to adjust and optimize the industrial distribution. Therefore, some suggestions of adjustment and optimization of phosphate fertilizer industrial distribution are proposed from combining the elimination of backward production capacity and the optimization of distribution, combining the ore, acid, ammonia and market, transporting the ore instead of the sulfuric acid, combining the smelter enterprise and phosphate fertilizer enterprise, combining the high-sulfur coal power generation and the using acid enterprise, combining the industrial concentration and "north China areas" distribution etc.

回顾近50年我国磷肥产业的布局，经过建国之初到“六五”末、“七五”至“八五”时期、“九五”时期、“十五”至“十一五”期间4个阶段的发展，经历了从“侧重市场、兼顾资源”到“靠近资源产地与靠近市场”，再到“矿肥结合和酸肥结合”。同时，伴随着市场经济的洗礼和无情淘汰，形成了我国目前产业区域布局基本合理并趋于优化的格局。但是，随着磷肥工业从做大到做强的提出，摆脱依赖出口实现可持续发展，适应冶炼烟气制酸工业的需要，应对环境保护和安全生产要求的提高，缓解物流和铁路运力压力，解决磷肥产能在全国范期的严重过剩与局部供不应求的矛盾，这些都客观上需要对我国磷肥产业布局进行进一步调

整和优化。在执行国家有关部门和协会提出的云鄂磷复肥基地建设、继续提高产业集中度的政策时，应考虑有关因素和结合实际情况，进一步优化和调整磷肥区域布局，促进全行业健康持续发展。
