“里水道,大美衢州”建设规划的实践与思考

过总结全流域河道治理模式,以全流域、防洪水、生态化、保畅通、多功能及促转型等六方面为规划指导思路,提出一
线的千里水道风景线,在服务市域社会经济发展、带动全市产业转型升级的同时,实现“千里水道,大美衢州”. 关键词:衢州市;河道;综合治理;规划

Abstract : Based on the successful experienoe of the whole watershed comprehensive management of Shiliang Stream and Mi aoyuan Stream, the comprehensive planning of river basin in Quzhou is carried out . The overall planning extends six river govemance models in the whole basin as flood control , ecological protection , roads clear keeping , multifunction and trans-formation promotion, decomposing into the planning missions as One river, two ports, ten streams, ten billion and thou-sand miles" with the layout of “a axis, seven areas, ten streams and more points ". The thousand-mile waterway landscape is designed with the axis of * One river, two ports and ten streams" to serve the social andl economic development , to drive

衢州市区域资源本底深厚,具有丰富的自然资源,深厚的文化底蕴及多样的水利工程.为适应新时期推动经济转型升级,在促进新兴产业发展,改善休闲旅游环境,满足城市发展的同时,安全可靠、功能综合、管控有力、运行高效、精准配套、支撑发展等方面对水利也提出了更高的要求.开展全市域河道综合治理工作,以优美的水系环境带旅游、带产业、带惠民将成为水利为城市发展服务的新的支撑点自2014年石梁溪、庙源溪率先开展全流域综

衢州市域河道综合治理规划的研究范围为全市域范围内的河道,衢江、常山港、江山港、马金溪、池淮溪、龙山溪、芳村溪、龙绕溪、大俱源、石梁溪、庙源溪、乌溪江、上下山溪、芝溪、灵山港和塔石溪等16条河道为重点规划河道(见图1).其中衢江长 59.8km,常山港长67.0km,江山港长83.39km,12
