水利工程稽察评价指标识别与体系构建

摘要：建立水利工程稽察评价体系是掌握水利工程建设管理整体水平的基础，是水行政主管部门加强在建项目管理，提高管理能力的前提.运用层次分析法的原理，选取并筛选能综合反映水利稽察项目建设管理水平的评价指标，包括前期与设计、建设管理、计划下达与执行、资金使用与管理、质量和安全5个目标层次，构建定性与定量相

Abstract : Establishing an inspection and appraisal system for water conservancy projects is the necessary step to understand the integral management level for water conservancy projects , and the prerequisite for water administrative departments to strengthen the management for constructing projects , therefore, to improve their management ability . Based on the principle of AHP, a qualitative and quantitative evaluation system is constructed at 5 goal levels , including front design , fund utili-zing, engineering management , constructing safety and quality , by selecting evaluation indexes that can comprehensively reflect the management level of water conservancy inspection projects . Through the construction of water project inspection and evaluation system , the inspection project can be objectively evaluated , providing a scientific basis for water conservancy regulation
