内容简介

DB13(J)/T 8475-2022 建筑信息模型项目实施规程

根据河北省住房和城乡建设厅《2019 年度省工程建设标准和标
准设计第一批制(修)订计划》(冀建质安函〔2019〕27 号)的要
求,由北方工程设计研究院有限公司、河北建工集团有限责任公司
会同有关单位编制本规程。
本规程共分 11 章和 1 个附录,主要技术内容包括:1. 总则;
2. 术语;3. 基本规定;4. 实施架构体系;5. 项目管理、监理;6. 投
资决策;7. 岩土勘察;8. 设计;9. 施工;10. 工程量计算与造价;
11. 运营维护。
本规程由北方工程设计研究院有限公司负责具体技术内容的
解释,由河北省绿色建筑推广与建设工程标准编制中心负责管理。
本规程执行过程中,如有意见和建议,请寄送至北方工程设计

为实现建筑信息模型在全生命周期内规范化、标准化的应用,
提高建筑信息模型项目技术应用水平,制定本规程。

本规程适用于河北省新建、改建和扩建的建筑工程建设期与
使用期的项目实施。
1.0.3
建筑信息模型项目的实施,除应符合本规程的规定外,尚应
符合国家及河北省现行有关标准的规定。

2.0.1
建筑信息模型 building information modeling
通过数字信息仿真模拟建筑物所具有的真实信息,由计算机三
维模型所形成的数据库,应用于设计、建造、管理的数字化方法,
简称 BIM。

建模软件 modeling software
用于创建建筑信息模型的软件。
2.0.3
构件 component
组成建模软件中建筑信息模型的基础元素,也是承载几何信息
和非几何信息的最基础元素。在建模软件中,构件可以是单个建筑
逻辑的构件或多个建筑构件的集合。

构件资源库 component resourse library
在建筑信息模型项目实施过程中开发、积累并经过加工处理,
形成可重复利用的构件的集合。

交付物 deliverables
交付物是指在建筑工程工作中,各参与方利用建筑信息模型并
按照一定工作流程所产生的经过审核或批准的成果,包括建筑、结
构、机电等建筑信息模型和与之对应的图纸、文档、工程表格以及
综合协调、模拟分析、可视化的成果文件。

建 筑 信 息 模 型 协 同 管 理 平 台 collaborative management
platform of building information model
建筑信息模型协同平台指实现建筑工程中建筑信息模型项目
内部及项目间的所有参与方之间协同工作的软、硬件环境。

地理信息系统 geographic information system
对整个或部分地球表层(包括大气层)空间中的有关地理分布
数据进行采集、储存、管理、运算、分析、显示和描述的数字化技
术系统,数据涵盖地形、环境、社会和经济等方面。

城市信息模型 city information modeling
以城市的信息数据为基础,建立起三维城市空间模型和城市信
息的有机综合体,由 GIS 数据、BIM 数据和物联网信息构成。

物联网 the internet of things
以互联网为基础,通过射频识别、红外感应器、全球定位系统、激
光扫描器等信息传感设备,按约定的协议,把任何物品与互联网相
连接,进行信息交换和通信,以实现对物品的智能化识别、定位、
跟踪、监控和管理的一种网络。

基本规定
3.0.1
建筑信息模型应在建设工程项目全生命周期应用,包含策划
与规划、岩土勘察、工程设计、工程量计算与造价、项目管理、监
理、工程施工、运行维护等方面,为项目全过程的科学决策和实施
优化提供依据。
3.0.2
建设单位应明确建筑信息模型项目实施目标,建筑信息模型
总协调方应组织制定详细的总体性规划。
3.0.3
建筑信息模型应用模式分为全生命周期应用、阶段性应用、
专项应用,项目参与方应根据项目实际情况选择相应的模式。
3.0.4
建筑信息模型参与方所承担的工作职责及范围,应与其承包
的范围和任务一致。
3.0.5
建筑信息模型协调方应划分建筑信息模型协同管理平台的
权限及建模软件的类型和版本,并对交付物的文件(数据)格式做
统一规定。
3.0.6 1 建筑信息模型参与方应符合下列要求:
应具备专业齐全的建筑信息模型应用技术团队和相关的
组织架构;

应能针对项目的特点和要求配置软硬件设备;
3
应具有对建筑信息模型进行评估、深化、更新、维护、应
用以及协同管理平台使用的能力;
4
应具有丰富的建设工程专业技术能力和经验;
5
应具有利用建筑信息模型进行沟通协作的能力,辅助
传统工作,进行项目管控,指导现场施工,提高工作质量和效率,保
障项目进度,节约资金。

3.0.7
建筑信息模型参与方在应用建筑信息模型过程中,应规定建
筑信息模型成果的所有权与使用权,相关知识产权应受各参与方合
同条款的保护。

应建立不同层级的建筑信息模型通用标准构件资源库,构件
和设备等生产厂商应提供符合国家技术标准的信息构件模型。

4.1.1 1 4 实施架构体系
4.1 实施组织架构
实施组织架构模式应符合以下要求:
建设单位应确定建筑信息模型应用策略及目标,自行组建
或委托建筑信息模型总协调方;

建筑信息模型项目总体实施工作应由建筑信息模型总协调
方负责;
3
建筑信息模型总协调方应在项目全生命周期中进行建筑信
息模型应用整体统筹策划、管理,参与方应在建筑信息模型总协调
方指导监督下开展实施建筑信息模型工作,确保实现项目建筑信息
模型项目的实施目标。

4.2.1 1 4.2 实施参与方职责
建设单位应具有以下职责:
应明确工程建设各阶段建筑信息模型应用策略及目标,落
实项目所需资金;

自行组建或委托建筑信息模型总协调方;
3
应对招标文件中的建筑信息模型工作内容和技术指标提出
要求;
4
应建立数据集成与管理协同平台和网络环境,满足各参与
方协同工作需求;
5
负责接收各阶段验收通过的交付模型及各类成果文件;
6
参与竣工模型与工程实体、竣工图纸一致性和合理性的验
收评价工作;
4.2.2 7 负责对运维单位进行数字化竣工移交。
1 建筑信息模型总协调方应具有以下职责:
编写各参与方招标文件中建筑信息模型应用的有关具体条
款,协助建设单位选择具备建筑信息模型应用技术能力的参与单位;

依据建设单位目标及要求制定《项目建筑信息模型应用实
施大纲》,指导项目各参与方在各阶段组织制定具体的《项目建筑
信息模型应用实施方案》,监督各参与方执行;

负责为各参与方提供建筑信息模型管理、技术等方面的支
持。负责管理、协调和引导建筑信息模型在不同阶段、专业和参与
方之间的应用,并对项目范围内最终的建筑信息模型应用成果负责;
4
负责审核各阶段参与方提交的建筑信息模型应用成果,提
出各阶段成果审核意见及优化建议,并将审核通过后的模型或数据
成果提交相关单位;

根据建设单位要求,协助其选定、搭建、维护建筑信息模型
协同管理平台;

负责向建设单位定期提交建筑信息模型应用报告;

负责对建筑信息模型应用的成果进行收集、整合与发布,组
织建筑信息模型竣工验收与评审工作,协助建设单位进行成果归档
及对运维单位进行数字化竣工移交。
4.2.3 1 项目管理、监理单位应具有以下职责:
应根据《项目建筑信息模型应用实施大纲》、建设工程项目
管理规范或有关监理工作标准的需求,制定项目《建筑信息模型项
目管理、监理工作应用实施方案》;

应利用建筑信息模型协同管理平台,辅助项目管理工作或
施工监理工作;
3
基于建筑信息模型协同管理平台,提供涵盖项目决策阶段
和实施阶段的项目建设全过程的专业化工程咨询服务,实现数据共
享和信息化动态管理管理;
4
负责向建筑信息模型总协调方定期提交建筑信息模型应用
成果报告等;
5
配合建筑信息模型总协调方对各参与方的应用进行监督并
对提交的成果进行审查;
6
协助建筑信息模型总协调方进行竣工模型与工程实体、竣
工图纸一致性和合理性的验收评价工作;
4.2.4 7 参加与建筑信息模型应用工作相关的会议。
1 勘察单位应具有以下职责:
应根据《项目建筑信息模型应用实施大纲》,编制《建筑信
息模型岩土勘察阶段应用实施方案》及建模标准;

应根据项目建模标准及技术要求创建岩土勘察模型和分析
应用。根据模型审核修改意见对模型进行修改,及时协调并解决建
筑信息模型的相关问题,并将审核通过的模型上传至协同管理平台;

应利用模型提出岩土勘察方案为建设单位科学决策和规避
风险提供依据参考。应利用模型提出岩土设计方案,为设计、施工
提供依据;
4
负责向建筑信息模型总协调方定期提交建筑信息模型应用
成果报告;
5
参加与建筑信息模型应用工作相关的会议;
6
参与竣工模型与工程实体、竣工图纸一致性和合理性的验
收评价工作。
4.2.5 1 设计单位应具有以下职责:
应根据《项目建筑信息模型应用实施大纲》,编制《建筑信
息模型设计阶段应用实施方案》及建模标准;

应根据建模标准及技术要求创建设计模型和分析应用,根
据模型审核修改意见对模型进行修改,及时协调并解决建筑信息模
型的相关问题,并将审核通过的模型上传至协同管理平台;
3
应根据专项设计单位提交的深化设计方案对模型进行完善
和维护;
4
应根据模型对各参与方进行三维设计交底;
5
负责向建筑信息模型总协调方定期提交建筑信息模型应用
成果报告;
6
参加与建筑信息模型应用工作相关的会议;
7
参与竣工模型与工程实体、竣工图纸一致性和合理性的验
收评价工作。

4.2.6 1 施工总承包单位应具有以下职责:
应根据《项目建筑信息模型应用实施大纲》,编制《建筑信
息模型施工阶段应用实施方案》及建模标准;

根据应用实施方案、建模标准以及技术应用要求,结合工程
设计方案、施工工法与工艺、项目管理要求完善深化施工图设计模
型,形成施工模型;
3
统筹、协调、管理专业分包单位的建筑信息模型建立,负责
对成果进行审核,将各专业分包单位交付的模型与施工模型进行整
合;
4
应利用建筑信息模型,对重要施工节点进行模拟及三维交
底,指导施工;
5
将施工模型上传建筑信息模型应用管理协同平台,对施工
进度、质量、安全、成本等进行管理;
6
应按照实施方案和技术标准,录入施工过程信息及采购的
设备信息,并将其整合到施工模型中,形成为后期运维提供数据支
持的竣工模型;
7
负责向建筑信息模型应用总协调方定期提交建筑信息模型
应用成果报告;
8
参加与建筑信息模型应用工作相关的会议;
9
参与竣工模型与工程实体、竣工图纸一致性和合理性的验
收评价工作。
4.2.7 1 专业分包单位应具有以下职责:
应根据《建筑信息模型施工阶段应用实施方案》及施工总承
包单位建模标准,编制项目专业分包单位建模标准;

根据项目建模标准、技术应用要求及施工图深化模型,完善

深化专业分包模型,根据模型审核修改意见对模型进行修改,及时
协调并解决建筑信息模型的相关问题;
3
应利用建筑信息模型指导施工,配合施工总承包单位的相
关建筑信息模型应用工作;
4.2.8 4 负责向施工总承包单位定期提交应用成果;
5 参加与建筑信息模型应用工作相关的会议。
1 材料设备供应单位应具有以下职责:
应根据《项目建筑信息模型应用实施大纲》及有关标准,提
供三维构件库,提供设备和日常检修管理的详细数据信息;
4.2.9 2 应协助施工总承包单位,开展相关建筑信息模型应用工作。
1 造价咨询单位应具有以下职责:
应根据《项目建筑信息模型应用实施大纲》,编制《建筑信
息模型造价咨询实施方案》;

应协助建筑信息模型总协调方,开展相关建筑信息模型应
用工作;
3
利用建筑信息模型协同管理平台,开展计量与造价工作;
4
负责向建筑信息模型总协调方定期提交建筑信息模型应用
成果报告;
5
参加与建筑信息模型应用工作相关的会议。
4.2.10
运营维护单位应具有以下职责:

应根据《项目建筑信息模型应用实施大纲》,编制《建筑信
