关于加快东部煤电化基地建设的几点建议

摘要：东部煤电化基地是我省重点建设的八大经济区之一，加快东部煤电化基地建设，科学高效利用煤炭资源，大力发展煤炭深加工产业、接续替代产业和循环经济，对推动资源型城市转型、打造黑龙江省新的经济增长极具重要意义。本文在深入调研的基础上，从合理布局、大力推进龙头项目建设、加强领导和资源的同意调配、促进东部煤电化基地发展等方面提出了几点建议。

Abstract:Eastem coal-fired base is one of the eight economic zones which our province focus on constructing. Accelerate the construction of the eastem coal-fired base, take advantage of coal resources scientific and efficiently, develop the deep-processing of coal industry vigorously, alternative industries and recycling economy.They are important to promote the transformation of resources cities and create new economic growth in the province. This article give some suggestions on rational distribution, promote the leading projects vigorously, strengthen the leadership and resources to the same deployment, promote the development of the eastern coal-fired base etc by researching deeply.

“十一五”期间，黑龙江省主要产煤城市积极
在煤炭精深加工上做文章，煤化工产业得以迅速发展，形成了煤-焦-化工（甲醇、苯、焦油产品）、煤-焦-电石-化工（醋酸乙烯、树脂、草酸等）、煤-气一化工（化肥、甲醇)等产业链条，主要产品有焦炭、甲醇、煤焦油、苯、化肥、双氧水、加氢燃料油、石脑油和部分煤焦油深加工产品等，煤化工产业已经形成一定规模。

双鸭山3户，鹉岗2户，七台河16户，鸡西4户，牡丹江7户，哈尔滨2户，齐齐哈尔1户，佳木斯1 户，伊春1户。主要以生产焦炭、甲醇、尿素、煤焦油深加工、炭黑为主。现有焦炭生产能力1415 万t，甲醇89万t，煤焦油深加工18万t、炭黑7.5 万t,苯加氢5万t、尿素84万t(见表1)。
2煤化工产业发展中存在的间题
(1)传统煤化工为主，新型煤化工产业没有形成。
煤化工产业分为传统产业和新型产业，传统产业涉及煤焦化主要产品为焦炭、焦炉煤气制合
