火电EPC总承包项目物资采购管理探析

摘要：目前，工程EPC总承包是国内外工程承包市场上广泛应用的一种承包方式，是指一家总承包商（或联合体)对整个工程的设计、采购、施工、试运行直到交付使用的全过程交钥匙”承包。而物资采购管理工作对于EPC总承包项目至关重要，直接关系着工程的进度、质量和效益。本文结合工程总承包项目物资采购管理的特点与现状，探析了设计、采购与施工环节的物资采购管理应着重加强的工作，提出了改进措施，以提高总承包项目物资采购管理的水平。

国内EPC项目设备和主要材料由总承包商统一采购，货到现场后由总承包商移交施工分包商进行物资保管和使用。总承包商的物资采购管理工作主要包括采购计划管理、供应商管理、采买、质量与进度控制、物流和现场物资管理等工作。虽然许多总承包商在采购实践中积累了一定的工程经验，建立了规章体系，但在项目执行过程

中仍存在一些问题：
(1)设计滞后、设计变更影响采购工作的顺利进行，导致设备招标时间的延误，增加了采购人员与供应商商务谈判的难度，提高了增加采购成本的风险。当设备技术要求描述不明确或不具体时，采购人员需要协调设计人员与供应商就未明确的技术事宜反复进行沟通、澄清和确认，不仅增加了采购人员的工作量，也延长了采购周期，同时为供应商今后索赔埋下了隐患。
（2）采购与设计、施工的信息交流和协调不及时或不顺畅，使采购与设计、施工的衔接出现
