影产品标准实施的检验因素分析

【摘要】以PVC产品标准为例，依据标准的可证实性原理，对影响产品标准实施的各个检验因索进行分析，提出从提高检测计量的准确性、减少产品性能特性的证实性不足、合理选择产品出厂检验与型式检验项目、减少产品抽样方案抽样风险与抽样检验成本、降低检测成本、提高产品质量监督检验的合理性与公正性等方面入手，提高产品的检验效果，促进产品标准的实施。

Abstract: Taking the standards of PVC products as examples and according to the confirmation principle of standards, various test factors of infuencing the implementation of product standards were an-alyzed, It was proposed that the product inspection results could be improved through improving the ac-curacy of measurement, reducing the lack of confirmation of product performance characteristics, reasona-bly choosing the items of factory inspection and type inspection of products, reducing the sampling risk of product sampling scheme and sampling inspection cost, reducing testing costs, improving the rationality and fairness of product quality supervision and inspection. Thus the implementation of product standards was promoted.
检验是产品性能特性的证实途径。检验效果直接影响着产品真实性能值的正确得出，检验费用影响产品的质量控制成本，这两个因索均对产品标准的有效实施产生影响。
检验在产品标准实施中的作用
按产品标准制定所依据的基础标准GB/T 1.1—2009《标准化工作手册》和GB/T20001.10-2014《标准编写规则第10部分：产品标准》的要求，

标准制定应遵循目的性原则、性能原则和可证实性原则，即标准规范性要素的确定应基于编制标准的目的，并尽可能以性能特性来表达要求，产品标准的要求应能被证实且应定量并使用明确的数值表示。因此，产品标准应根据产品的使用要求设定产品可量化的物理、化学等性能指标，且这些性能指标须有有效的方法证实。
