氟乙烯及其聚合物相关标准编制格式的常见问题

【摘要】介绍了国内24个标准化技术委员会依据CB/T1.1一2009标准编制的60项涉氧乙烯及其聚合物国家、行业标准存在的编写格式间题。指出提高标准制定相关方的工作能力、标准化技术水平和工作责任心以及标委会的协调管理水平和标准审查把关质量，可提高国家、行业标准的编制质量。

Abstract: Format problems existed in sixty national and industry standards of vinyl chloride and its polymers were introduced. These standards were established by twenty-four Standardization Technical Committees and based on GB/T 1.1—2009. It was indicated that improving the working capability, standardization level and responsibilities of related standard-establishing departments, and the ability of Standardization Technical Committees to coordinate and administer and to examine the quality of stand-ards could improve the quality of established national and industrial standards
标准是科学、技术和实践经验的总结。标准编写的规范化是标准特性的要求，关系着标准的质量，影响着标准的准确理解与执行效果，同时也是与国
际接轨的需要。 1概述
GB/T1.1是支撑我国国家、行业、地方、企业
标准编制工作的基础性标准之一。GB/T1.1主要规定了标准的结构与编写要求。执行GB/T1.1是标准协调性的要求，其目的是方便不同标准化技术委员会（以下简称标委会）提高标准的编制质量，利于使用者对各种标准的统一理解与使用。
GB/T1.1现行版本为GB/T1.1—2009（标准【收稿日期】2016-03-15
化工作导则第1部分：标准的结构和编写》。自 2011年1月1日起，国家标准报批稿和行业标准备案均执行GB/T1.1—2009的规定。
由于标准制定周期的原因，现行涉氟乙烯及其聚合物标准颁布时间跨度大，既有依据GB/T 1.1—2000编制的，也有依据GB/T1.1—2009编制的。相对原版本GB/T1.1—2000，GB/T1.1一 2009对标准编制的要求做了较大的改动。为避免理解混乱，笔者仅对国内24个标委会及标准归口管理部门归口管理的60项依据GB/T1.1一2009标准要求编制的涉氯乙烯及其聚合物国家、行业标准的编写格式间题进行分析。
