基于南通市模具行业协会的社会组织能力提升路径研究

【摘要】党的十八大以来，在政府简政放权的大背景下，我国行业协会建设得到了重视和加强。十八届三中全会明确提出，要“正确处理政府和社会关系，加快实施政社分开，推进社会组织明确权责、依法自治、发挥作用”，“限期实现行业协会商会与行政机关真正脱钩”。可见，十八届三中全会为我国行业协会的建设与发展指明了方向，并提出了具体要求。作为国家最早的14个沿海开放城市之一的南通，分析当前行业协会的发展瓶颈，研究脱钩之
后的行业协会能力提升路径就更具有其特殊意义和重要作用。关键词：关系脱钩；社会组织；发展瓶颈；能力提升

[Abstract] Since the eighteen major, the construction of China's Industry Association has been emphasized and strengthened in the context of the government's simple government and decentralization. In the third Plenary Session of the 18th CPC Central Committee clearly stated"we must correctly handle the relationship between govermment and society, accelerate the implementation of separation of govemment and society, promote social autonomy, clea responsibilities, to play a role," the deadline to achieve the chamber of Commerce and Industry Association executive real decoupling". It can be seen that in the third Plenary Session of the 18th CPC Central Committee, the construction and development of China's Industry Association pointed out the direction, and put forward specific requirements. As one of the first fourteen coastal open cities in Nantong, analyzing the bottlenecks of the current industry associations and studying the path to enhance the capacity of the industry associations after decoupling has more special significance and important role.

改革开放以来，南通行业协会发展较快。截至目前，在市民政局登记的社会团体385家，其中，经济*基金项目：2017-2018年度南通市科协软科学重点研究课题，项目编号2017N06。
