清代杭州府海防同知与钱塘江海塘

摘要：清代，随看政府组织大规模兴修海塘工程的发展，杭州府海塘管理机构、管理制度也逐渐究善，杭州府海防同知即在这一背景下设立，其身担谋划、监督海塘修筑的重责，对保卫当地一方水土安澜起重要作用.与同时代新
官兵仍属海防兵备道统辖。从总体上看，历任杭州府各塘海防同知都具有相当的水利经验和沿海地方任职经验，能
够良好地发挥海防同知的积极作用关键词：清代；杭州府；海防同知；海塘

Abstract In the Qing Dynasty , Hangzhou district suffered from tide disasters frequently , but the residents on the Qiantang River could live safely because of Haitang , the seawall along the Qiantang River. Due to the development of Haitang pro-jects organized by the Qing govermment , the management system and mechanism of Haitang were improved gradually -Therefore, the Haiphongtongzhi of Hangzhou Fu was established as seawall engineering officials , who was responsible fo planning and supervision of the seawall's construction , and played an important role in the defense of the local residents . Being different from other Haiphongtongzh established around the same period ,the Haiphongtongzhi in Hangzhou Fu was still working as the deputy of seawall engineering - Although the Haiphongtongzhi in Hangzhou Fu had the jurisdiction over the local military service, it never dominated the army with the only right to direet them to build the seawall , or something like that. Generally, successive officials of Haiphongtongzhi in Hangzhou Fu had considerable experiences in water conser

“海防同知”一职始设于明代嘉靖三十二年（1553年），当时倭寇猎藏，吴淞江口及黄浦一带为海路要冲，明廷在苏州、松江二府各增设海防同知一员统领当地兵船.其后，山东、福建、广东各省也渐次设置海防同知清兵入关后，沿袭明代制度，在地方上仍设有海防同知.海防同知除负责当地海防以外，不同地区的海防同知还兼管当地盐务、税务、
