摘要:基于LNG是低温易挥发的烃类混合物,为公平起见,LNG国际贸易均采用能量作为最后的结算依据,因此获取准确的交接量及组分数据是贸易交接开展的基础。首先系统介绍贸易计量交接各环节流程,从技术层面上分析影响贸易交接顺利进行的相关国素,主要包括邮货前分析计量设备适用性检验、样品采集流程、分析步骤及取样分析使用标准等;其次结合近年来贸易交接常见间题,主要是不同船型船压控制、取样或分析争议判定等提出相应解决措施;最后基于国情提出发展建议,可为其他接收站提供参考依据。

Abstract: LNG is a low-temperature, volatile hydrocarbon mixture. For the sake of fairness, LNG intermational trade uses energy as the final account basis. So obtaining accurate delivery volume and component data is the basis of trade handover. Firstly , the paper introduces the procedures of LNG custody transfer, and analyzes the factors affecting the smooth transfer of trade from the technical level, which mainly includes the applicability test of pre-discharge measurement equipment, sample collection process, analysis procedures and sample analysis standards , etc. Secondly , combined with the common issues such as pressure control of different types of ships, dispute resolution of sampling and analysis, the paper puts forward solutions and suggestion for development based on national conditions, which can provide reference for other receiving terminals.
