既有建筑节能改造项目风险共担机理研究架构

摘要:为探索既有建筑节能改造项目风险共担科学决策的内在实现机理,基于既有建筑节能改造的一般工程项目属性,利用“一般到特殊"的研究思路,从工程项目风险分担内涵界定、基本原则、分担方法、契约设计、决策优化等五个方面梳理了国外理论研究动态;从影响因素、结构演化、效率评价、策略优化等四个方面归纳了国内工程项目风险分担研究趋势。在此基础上,指出既有建筑节能改造项目风险共担机理研究的主要目标与关键内容,并从风险共担要素构成、影响关系、动态决策、过程评价与协同优化等五个方面构建了既有建筑节能改造项目风险共担机理研究框架,阐述了风险共担实施框架的具体运作流程,研究结果为既有建筑节能改造项目科学的风险共担决策提供了参考。

(School of Economic and Management , Tianjin Chengjian University , Tianjin, 300384, China) Abstract: In order to explore the internal mechanism of risk allocation in energy -saving renovation projects for existing building and based on the project attribute of existing building energy -saving renovation projects, this paper adopts the " general to specific" research thinking , hackled the abroad engineering project risk allocation from the connotation definition , basic principle, contract design, decision optimization, value promotion five aspects. This paper concludes the Chinese engineering project risk allocation research from the influencing factors , structure evolution , efficiency evaluation strategy optimization four aspects . On this basis , it pointed out that the renovation of existing building energy efficiency projects research goal of risk sharing mechanism and key content , and build the framework of risk allocation mechanism in energy -saving retrofitting project for excited building from five aspects, such as risk sharing component, influence relation, dynamic decision, proces evaluation and collaborative optimization, describes the specific implementation of the operation process of risk allocation , the results provide the reference for renovation of existing building energy efficiency projects scientific risk allocation decision -
