项目管理服务模式下的业主效用最大化

摘要：项目管理服务（PM)模式广泛应用于工程建设领域，业主与PM单位之间是委托代理关系。PM模式一般采用固定费用加激励费合同,其中奖励系数的设置与PM单位的行为以及业主的期望效用密切相关。本文介绍了PM模式的含义与特征，总结了其适用范围，建立了PM模式中业主与PM单位的委托代理关系模型，分析了非对称信息下的最优激励状态。通过对合同参数的进一步研究以及算例分析验证，发现业主的期望效用与PM单位的专业能力水平、内部成本控制水平、风险规避度、保留收人以及外生随机变量的影响有关，并以此
为基础提出实现业主效用最大化的建议，为业主设置双赢的激励合同提供依据。关键词：项目管理服务；PM模式；委托代理；效用最大化

Utility Maximization of the Owner Based on Project Management Service Mode

Abstract: Project management service mode is widely used in the field of engineering construction , the relation between the owner and PM companies is principal -agent relation. PM mode generally adopts charges plus incentive fee contract , which is closely related to the PM company 's behavior and the owner' s expectant proceeds. The meaning and characteristics of the project management service mode are introduced , the principal-agent relationship model between the owner and PM companies is established, and the optimal excitation state under the circumstances of asymmetric information is analyzed. Through the further research on the contract parameters and example analysis , the owner's expectant proceeds is influenced by PM company 's capability , costing control level, risk awareness, revenue reserve, and external factors. Based on above conclusions , some suggestions about how to accomplish the utility maximization of the owner are put forward , which will help the owner to set up a win-win incentive contract.

项目管理服务（PM)模式经过十余年的探索发展，在我国工程建设市场中发挥了积极作用。对于企事业单位、部分中小型开发商而言，自行组建项目管理团队的成本较高，且当前项目完成后不一定有后续项目，在此情况下，聘请专业的PM 单位按照合同约定来管理工程，有利于业主把控质量、节约投资、提升进度、规避风险。

看，既有全过程的服务，也有特定阶段的服务；从权责范围上看，既有专门从事业主方项目管理的服务，也有同时兼任监理与项目管理的服务：从取费上看，固定费用合同、固定费率合同以及固定费用加激励费合同均有被采用。近年来，国内外许多学者对PM模式及其激励机制进行了研究,李岩等从适用范围、合同关系、风险分摊等方面对PM模式进行了辨析，指出项目管理服务合同
