基于Shapley和灰色关联的公租房融资方案选择

摘要:为解决因公租房融资过程复杂、融资风险高、不确定性因素多等特点,造成决策人员难以对公租房融资方案做出科学决策的难题,本文提出一种基于Shapley和灰色关联的公租房融资方案选择模型。首先从评价目标的系统性出发考虑指标关联性和非可加测度对评价结果的影响,提出基于Shapley值的新赋权方法;然后从融资方案的经济性、可操作性、风险性、资金来源可靠性四个主要方面,根据层次分析理论构建公租房融资方案评价指标体系:接着考虑部分指标灰色性,利用灰色关联模型将指标进一步透明化,提高决策过程的透明性:最后结合河南省辉县市公租房融资,运用构建的模型对四种融资方案进行排序,认为该公租房的融资应选择土地
出让收益+REITs融资方案。研究成果为公租房融资方案的选择提供了一种新的决策方法。关键词:公租房;融资方案;Shapley;灰色关联

(Department of Economic Management,Huanghe Jiaotong University,Zhengzhou 454150,China) Abstract: Public rental housing has the characteristics of complex financing process and high risk of financing, which makes it difficult to make scientific and reasonable decision for public rental housing financing. Based on this, this paper proposes a selection model of public rental housing financing scheme based on Shapley and gray corelation. First of all, on the basis of the systematic nature of the evaluation objection and the comprehensive consideration of the influence of the correlation and non additive measures on the evaluation results, a new weighting method based on Shapley value is proposed. Then, from four aspects of the economic, operational, risk, and reliability of the financing plan, the evaluation index system of public housing financing scheme is constructed based on the analytic hierarchy process. At the same time, in view of the grey characteristic of some indexes, using seee the public rental housing financing in Huixian city of Henan Province has been taken as an example, using the model to sort the financing scheme, and that the public rental housing financing should choose financing scheme of land revenue +REITs. It can be known that the model is established to
provide a new decision method for the selection of public rental housing financing plan. Key words: public rental housing; financing plan; Shapley; gray correlation
