根据浙江省住房和城乡建设厅《关于印发<2013 年度浙江省建筑节能及相关工程建设地方标准制修订计划》(建设发〔2014〕103 号)要求,本规程由浙江省建筑科学设计研究院有限公司会同有关单位共同编制完成。
本规程是在认真总结浙江省既有国家机关办公建筑节能改造的工程实践经验及研究成果、浙江省的气候地域及经济水平等地方特色的基础上,开展广泛和深入的调查研究,吸收了国内相关标准规程的先进技术经验,在广泛征求意见的基础上通过反复讨论、修改与完善,经有关部门审定后完成。
本规程共分 11 章。主要技术内容是:总则、术语、基本规定、能源审计与改造方案评估、外围护结构节能改造、供暖通风空调系统节能改造、供配电与照明系统节能改造、给水排水与生活热水供应系统节能改造、可再生能源和余热废热利用、监测与控制系统节能改造、节能改造效果评价。
