本标准根据河北省住房和城乡建设厅《2022 年度省工程建设标
准和标准设计第一批制(修)订计划》(冀建节科函〔2022〕92 号)
的要求,廊坊新奥燃气有限公司会同有关单位编制本标准。
本标准共分为 6 章和 3 个附录,主要技术内容包括:1. 总则;
2. 术语;3. 运行与维护;4. 生产作业;5. 抢修;6. 数字化燃气系统。
本标准由廊坊新奥燃气有限公司负责具体技术内容的解释,由
河北省绿色建筑推广与建设工程标准编制中心负责管理。
执行本标准过程中如有意见或建议,请寄送廊坊新奥燃气有限

总
则
1.0.1
为规范河北省农村燃气设施运营管理,指导燃气经营者对农
村燃气设施的日常运行维护和抢险抢修工作,确保供气安全和用气
安全,制定本标准。
1.0.2
本标准仅适用于河北省农村管道天然气设施(不包括厂站)
的运行维护。
1.0.3
农村管道天然气设施运行维护除应符合本标准的规定外,尚
应符合国家和河北省现行标准的有关规定。

标准
2.0.1 农村 countryside 2 术 语
从事农业生产为主的劳动者聚居的地方,人口呈散落居住,有
集镇、村落、农场(包括畜牧和水产养殖场)、林场、园艺和蔬菜
生产等,是不同于城市、城镇的人群聚居地。
2.0.2 农村燃气 rural gas
专指农村用户作为燃料使用的天然气。
2.0.3 农村燃气设施 rural gas facility
用于农村燃气输配和应用的设备、装置、系统,包括管网、用
户燃气设施、监控及数据采集系统等。
2.0.4 用户燃气设施 user gas installation
用户管道、阀门、计量器具、调压设备和燃气燃烧器具等。
2.0.5 用户管道 consumer piping
从用户总阀门到各用户燃具之间的燃气管道。
2.0.6 运行 operation
从事燃气供应的专业人员,按照工艺要求和操作规程对燃气设
施进行巡检、操作、记录等常规工作。
2.0.7 维护 maintenance
为保障燃气设施的正常运行,预防故障、事故发生所进行的检
查、维修、保养等工作。
2.0.8 抢修 rush-repair
燃气设施发生危及安全的泄漏以及引起停气、中毒、火灾、
爆炸等事故时,采取紧急措施的作业。
2.0.9 泄漏检测 leak detection
使用检测仪器确定被检对象是否有燃气泄漏并进行泄漏点定

位的活动。
2.0.10 管网工艺设备 piping system process equipments
与管道相连具有对燃气进行过滤、计量、调压及控制等功能设
备的总称,如过滤器、流量计、调压装置等。
2.0.11 加臭剂 odorant
一种具有强烈气味的有机化合物或混合物。当以低浓度加入燃
气中,使燃气有一种特殊的、令人不愉快的警示性臭味,以便泄漏
的燃气在达到其爆炸下限 20%或达到对人体允许的有害浓度时,即
被察觉。
2.0.12
多频管中电流法(PCM) pipeline current mapper
一种不开挖的管道检测方法。将含有近于直流的多频电流信号
施加于目标管道上,多频电流沿着目标管道与大地构成的电流回路
传播。通过检测电流衰减情况,进行管道定位和防腐层评估。
2.0.13 防腐层 anticorrosive coating
涂覆在管道及其附件表面上,使其与腐蚀环境实现物理隔离的
绝缘材料层。
2.0.14 阴极保护 cathodic protection
通过在金属管道表面施加一定的直流电,使管道表面因富集电
子产生阴极极化,从而降低管道腐蚀电位,使管道腐蚀速率显著减
小的一种电化学保护方法。
2.0.15 燃气燃烧器具 gas burning appliance
以燃气作燃料的燃烧用具的总称,简称燃具,包括燃气热水器、
燃气热水炉、燃气灶具、燃气烘烤器具、燃气取暖器等。
2.0.16 特殊作业 special work
生产经营过程中可能涉及的动火、受限空间、盲板抽堵、高处
作业、吊装、临时用电、动土、断路等,对作业者本人、他人及周
围建(构)筑物、设备设施可能造成危害或损毁的作业。

2.0.17 动火作业 hot work
在直接或间接产生明火的工艺设施以外的禁火区内从事可能
产生火焰、火花或炽热表面的非常规作业。
2.0.18 受限空间作业 confined space entry
受限空间作业指进入或探入生产单位的受限空间进行的作业。
2.0.19 高处作业 work at height
高处作业指凡在坠落高度基准面 2m 以上(含 2m)有可能坠落
的高处进行的作业。
2.0.20 盲板抽堵作业 blinding-pipeline operation with stop plate
在设备、管道上安装或拆卸盲板的作业。
2.0.21 吊装作业 lifting work
利用各种吊装机具将设备、工件、器具、材料等吊起,使其发
生位置变化的作业。
2.0.22 临时用电 temporary electricity
在正式运行的电源上所接的非永久性用电。
2.0.23 动土作业 excavation work
挖土、打桩、钻探、坑探、地锚入土深度在 0.5m 以上,使用
推土机、压路机等施工机械进行填土或平整场地等可能对地下隐蔽
设施产生影响的作业。
2.0.24 断路作业 work for road breaking
生产区域内,交通主、支路与车间引道上进行工程施工、吊装、
吊运等各种影响正常交通的作业。
2.0.25 GIS 系统 geographic information system
全称“地理信息系统”,是管理和分析空间实体及其相互关系
的计算机系统,在计算机软硬件支持下,对空间数据按地理坐标或
空间位置进行各种处理,完成数据输入、存储、处理、管理、分析、
输出等功能。

2.0.26 SCADA 系统 supervisory control and data acquisition
数据采集与监视控制系统,可以对现场的运行设备进行监视和
控制,以实现数据采集、设备控制、测量、参数调节以及各类信号
报警等各项功能。

运行与维护
3.1
一般规定
3.1.1
燃气经营者应根据农村燃气用户数量及分布,合理布局燃气
服务网点和配备驻村安全员。
3.1.2
燃气经营者从事农村燃气设施运行与维护的人员必须经培训
考试合格方可上岗,并定期开展专业知识与技能培训。
3.1.3
燃气经营者应制定燃气设施运行与维护的管理制度、操作规
程或作业指导书。
3.1.4
燃气经营者应建立设备管理台账和燃气管网信息台账,并对
各类作业记录进行留痕,鼓励利用信息化管理手段实现数字化管理。
3.1.5
燃气经营者应根据风险分级管控、隐患排查治理双重预防工
作机制,建立并落实农村燃气管道巡查周期及巡查计划,巡查过程
中发现管网存在安全隐患的,应采取相应的措施及时进行隐患处理,
并做好详细情况记录。
3.1.6
燃气经营者应制订燃气管道检测计划,配备必要的检测人员
及检测设备,不具备检测能力的燃气经营者应委托具有检测资质的
单位定期开展管道检测。
3.1.7
燃气经营者应对其使用的压力管道进行经常性维护保养和定
期自行检查,对其使用的压力管道的安全附件、安全保护装置进行
定期校验、检修,并建立台账。制订管道定期检验计划,并按照国
家规定的检验要求开展定期检验工作。未经检验或者检验不合格的
压力管道,不得继续使用。
3.1.8
燃气经营者应制定阀门、调压装置等燃气管道附属设施维护

保养计划,严格按照计划及操作规程进行维护保养。
3.1.9
燃气设施维修维护作业人员应根据作业场景,按照国家相关
规定配备个人劳动防护用品、安全防护器具及相关作业器具,包括
防静电工作服、安全帽、安全带(绳)、救援三脚架、灭火器、警
示标志桩、检测仪器、作业机具等;作业时应使用防爆工具或在工
具上涂抹黄油。
3.1.10
燃气设施维修维护作业现场应做好安全警戒,警戒区内杜绝
明火和无关人员进入;作业过程中出现安全隐患,应立即停止作业,
待隐患排除后方可继续作业。
3.1.11
应建立农村燃气安全齐抓共管机制,发现燃气安全隐患应立
即告知燃气经营者,当地政府及村街基层管理组织应协助燃气经营
者或用户进行隐患整改。
3.2
管道及附件
3.2.1
管道巡查与保护应符合下列规定:
1
燃气管道巡查包括但不限于以下内容:
1) 在燃气管道设施的安全保护范围内不应有土壤塌陷、
滑坡、下沉、人工取土、爆破作业、吊装作业、堆积
可燃物、垃圾或重物、管道裸露、种植深根植物及搭
建建(构)筑物等;
2) 管道沿线不应有燃气异味、异响、水面冒泡、树草枯
萎和积雪表面有黄斑等异常现象,有上述现象发生时,
应查明原因并及时处理;
3) 管道控制范围内存在施工迹象或施工方主动联系的施
工地点,应重点巡查并安排专人进行现场监护;

4) 对穿越跨越处、斜坡、沟渠、涵洞等特殊地段的管道,
在地震、暴雨、大风或其他恶劣天气过后应及时巡查;
5) 对发现燃气管道附件、仪器仪表、阴极保护装置、标
志桩、标志牌丢失或损坏的,应及时修复;
6) 对发现架空管道严重锈蚀、固定支架、安全警示标志
及防碰撞保护设施缺失或损坏的,应及时修复;
7) 村街危房和拆、改建房屋应进行重点巡查,应及时对
受影响的管线和调压设施进行保护或迁改;
8) 结合当地习俗,在清明节、中元节等特殊节日及季节
交替期间,应重点巡查燃气设施,防止产生安全隐患;
9) 节假日、特殊时期和复工复产后,应对重点位置加强
巡查;
10)
燃气经营者应定期进行管道巡查,并应做好巡查记
录;高压、次高压和中压管网每天至少巡查 1 次,
低压管网每周至少巡查 1 次;
11)
在巡查过程中应对危害燃气设施安全的行为进行重
点检查并立即进行制止,包括:侵占、毁损、包裹、
擅自拆除或者移动农村燃气设施及燃气设施安全警
示标志;在架空燃气管道、管道支架等设施上拴牲
畜、悬挂重物、搭接电线或搭放物体等;

在巡查中发现管道出现占压时,应立即制定整改计
划和措施,建立占压管理台账,及时进行消除。

第三方施工及管道保护应参照下列措施执行:
1) 在燃气管道安全控制范围内的第三方施工,其施工单
位应提前 5 日向燃气经营者报备,并在开工前 2 个工

作日向燃气经营者申请现场安全监护;
2) 在巡查过程中发现第三方施工应及时制止和联系施工
单位负责人,应了解其施工范围及具体施工时间,收
集相关施工信息,签订燃气管道施工保护告知书并及
时开展施工监护与协调工作;对强行施工的行为,应
报告当地燃气管理部门进行处理;
3) 应通过查阅资料、开挖探坑、定位检测等方式确定管
道位置或范围,组织制定燃气管道保护方案及应急预
案,完成交底手续(见本标准附录 A)并签订安全协
议(见本标准附录 B),现场设置警示标志;
4) 在距离燃气管道 5m 范围内的施工应采用人工挖掘,
禁止采用机械挖掘。当施工沟槽存在滑坡风险时,应
采取放斜坡或对沟壁进行保护,确保施工人员安全和
防止对燃气管道产生破坏;
5) 第三方施工过程中,监护人员应到场监护,确保管道
安全无隐患。施工单位应积极配合现场监护工作,不
得擅自改变施工方案,监护人员不到场不得施工,完
工后做好验收和资料归档的措施;
6) 如在施工过程中发生泄漏、着火、爆炸或人员伤亡等
情况时,应及时启动抢险预案,并通知相关部门共同
处理险情。

农村自建施工及管道保护可参照下列措施实施:
1) 对可能危及燃气设施安全的拆、改建房屋或挖坑、打
井等农村自建施工,村民应提前 5 个工作日向燃气经
营者及村委会报备,并配合燃气经营者提前进行燃气

设施的保护或迁改;不得擅自施工,不得破坏燃气设施;
2) 农村自建施工应在开工前 2 个工作日,向燃气经营者
申请现场监护,燃气经营者应对村民进行燃气管道交
底及安全培训教育;施工过程中村民应配合现场监护
工作,并注意对燃气设施进行保护和避让;
3) 燃气经营者在巡查过程中发现农村自建施工危及燃气
设施安全时,应及时进行制止,对强行施工的行为,
应报告当地燃气管理部门及村委会进行处理。
3.2.2 1 管道泄漏检测应符合下列规定:
埋地管道泄漏初检周期应根据材质、设计使用年限及环境
腐蚀条件等因素确定。在役燃气管道定期检测,应符合《城镇燃气
管网泄漏检测技术规程》CJJ/T 215 中的有关规定,可按表 3.2.2-1
的泄漏检测周期执行。

1) 新通气管线在 24h 内进行泄漏检测 1 次,并在 1 周内
进行复测;
2) 管道附属设施在更换或检测完成通气后应立即进行泄
漏检测,并应在 24h~48h 内进行 1 次复检;

3) 管网工艺设备的泄漏检测周期应根据设计使用年限及
环境腐蚀条件等因素确定,也可结合生产运行同时进
行,检测周期不得超过 1 个月;
4) 除上述要求外,还应根据管线材质、压力等级、防腐
材料、使用年限、腐蚀状况、在输配系统中的位置与
作用以及燃气管线安全评估等情况综合考虑,在特殊
时节或地点,管线泄漏检测周期可临时适当缩短,以
加强对管线的监控。

埋地管道的泄漏初检可采取车载仪器、手推车载仪器或手
持仪器等检测方法,检测速度不应超过仪器的检测速度限定值,应
符合下列规定:
1) 对埋设于车行道下的村街主干管道,宜采用车载仪器
(如激光检测车)进行快速检测,车速不宜超过30km/h;
2) 对于埋设于车辆无法到达的区域的管道,宜采用手推
车或手持仪器进行检测,沿管道走向在燃气管道附近
的路面裂痕、道路拼缝、土质地面、草地等进行检测,
行进速度不超过 1m/s。

对架空管道进行泄漏检测时,宜采用遥距激光检漏仪(如激
光检测车或手持激光甲烷检测仪)进行检测,检测距离不应超过检
测仪器的允许值,检测频次每年应不少于 1 次。

埋地管道的常规泄漏检测宜按泄漏初检、泄漏判定和泄漏
点定位的程序进行。管道附属设施、管网工艺设备的泄漏检测宜按
泄漏初检和泄漏点定位的程序进行。

当接到燃气泄漏报告时,可直接进行泄漏判定;当发生燃气
事故时,可直接进行泄漏点定位。

泄漏检测方法应根据检测项目和检测程序进行选择,并可
按表 3.2.2-2 的规定执行。当同时采用两种以上的方法时,应以仪器
检测法为主。

泄漏判定应判断是否为燃气泄漏及泄漏气体的种类。经判
断确认为燃气泄漏后应立即查找漏点。

检测孔检测或开挖检测前应核实地下管道的详细资料,不
得损坏燃气管道及其他设施。

管道附属设施、管网工艺设备泄漏初检时,应检测法兰、焊
口及螺纹等连接处,并应根据燃气密度、风向等情况按一定的顺序
进行检测,检测仪器探头应贴近被测部位。

对阀门井(地下阀室)、地下调压站(箱)等地下场所进
行泄漏初检时,检测仪器探头宜插入井盖开启孔内或沿井盖边缘缝
隙等处进行检测。

泄漏初检发现下列情况时应进行泄漏点定位检测:
1) 检测仪器有浓度显示;
2) 空气中有异味或气体泄出声响。

进入阀门井(地下阀室)、地下调压站(箱)等地下场所
检测时应符合本标准 4.6.3 条的有关规定。

对管道附属设施、管网工艺设备等进行泄漏点定位检测时
可采用气泡检漏法,并应符合下列规定:
1) 涂刷检测液体前,应先对被测部位表面进行清理;
2) 检测时应保持被测部位光线明亮;
3) 检测不锈钢金属管道时采用的检测液中氯离子含量不
应大于 25×10-6。
