哈尔滨市防治燃煤大气污染对策探析

摘要：随着大量的工业需求和采暖需求对煤炭的消耗量愈发增加，使得燃煤产生的大气污染成为了世界各国都普遍关注的环境问题。哈尔滨特殊的产业形势以及气候因素，燃煤大气污染严重。针对哈尔滨市燃煤大气污染治理的现状及问题，提出政府防治燃煤大气污染的对策建议。

Abstract: With a large number of industrial demand and heating demand for coal consumption increasing,the pollution of coal fired air pollution has become a common concem of all countries in the world. Harbin's special industrial situation and climate factors, coal burning, air pollution is serious. In view of the current situation and problems of coal buming air pollution control in Harbin, the countermeasures and suggestions for preventing and controlling coal burming air pollution are put forward.

随着哈尔滨市发展的不断加快，在生产生活领域对煤炭的使用也日益增加，燃烧煤炭产生的大气污染也成为我们不得不面对的问题，因此政府在空气环境保护中应扮演尤为重要的角色。

的44.65%。为了更有效地预防和治理燃煤引发的大气环境污染，哈尔滨市政府在2016年的6月 1日正式施行了《哈尔滨市燃煤污染防治条例》，哈尔滨也成为全国首个出台燃煤污染防治条例的城市。《条例》对煤炭总量控制、劣质禁燃、能源替代、设施改进等方面做出严格规定，为从根本上治理哈尔滨市燃煤大气污染和防治措施的实施提供了法律保障。
1.2燃煤锅炉治理稳步推进
