隐患排查治理体系研究

摘要：依据地铁工程建设隐患排查治理体系构建要求，结合近年来青岛地铁工程建设隐患排查治理体系构建情况，着重阐述如何建立合理的政府监管方式和三级管控管理模式，如何推行全员、全方位、全过程的隐患管控制度：如何将隐患排查依据、排查人员、排查过程及监督考核标准化管理；详细介绍隐患排查治理信息系统研发目标、功能及其创新点。本研究可为新建城市、多模式建设城市和其他行业工程建设的隐患排查治理体系的构建提供借鉴。

aasee engineering and construction, combined with the system adopted by Qingdao in recent years to solve hidden perils in its metro engineering and construction, this study focuses on how to develop a reasonable method of government supervision and the s standardize hidden risks, inspection personnel, inspection process, and supervision and assessment of standardized subway construction management. It introduces the research and development goals, functions, and innovations of the information system. This study can serve as reference for the construction of construction of new urban, multimode transportation networks and other industrial projects

目前国内地铁工程建设规模高速扩张，据不完全统计，截至2016年9月，有44座城市批复建设城市轨道交通线路，总投资2.4万亿元，2016年规划里程 1274km，在建线路162条，在建里程4343.6kml]。

总体上，新建规划线路规模大，投资增长迅速，建设速度持续加快，导致管理力量被摊薄，工程建设安全质量隐惠(以下简称“隐患”)频发，各类事故累计超过 100起，涉及绝大多数城市，人员伤亡和经济损失重大，造成了不良社会影响2)。为此国务院安委会办公室印发了《关于实施遇制重特大事故工作指南构建双重预防机制的意见》，强调构建安全风险分级管控和隐患排查治理双重预防机制，有效退制重大事故的发生[3]。
