温州市域铁路发展与思考

摘要：市域铁路因具有优化城市布局及串联城市组团等特点，日渐受到国内各大城市重视。结合温州城市特点、新型城镇化建设介绍了温州市域铁路TOD发展理念：从线网规划、建设进展两方面介绍了温州市域铁路规划建设情况：从技术标准、机电四大创新、运营管理模式、投融资模式等方面，介绍了温州市域铁路创新实践。温州市域铁路发展经验表明：市域铁路的概念、服务范围、功能定位、空间布局和建设时序等，是当前阶段发展市域
铁路的关键问题之一，也是保证轨道交通投资科学性的关键。关键词：温州：市域铁路；国家示范：轨道交通

Abstract: Optimizing the layout of urban railways and promoting the amalgamation of cities has received attention in major domestic cities. Considering the urban features of Wenzhou and extent of urbanization in its surroundings, this paper introduces the idea of development of an urban railway system in Wenzhou. The construction of the Wenzhou urban railway system is considered from two perspectives: railway network planning and construction progress. This paper introduces practices for the development of the Wenzhou urban railway system involving technical standards, electronic innovation, an operations management model, and a financing model. The experience gained from this exercise indicates that the key issues in the development of an urban railway system include the concepts of service scope, function positioning,space layout, and time sequence of construction, among others. These are also the key issues that have to be considered to ensure a scientific and optimal utilization of the railway.

温州有瓯江、飞云江、警江三大水系和众多山体，山水阻隔，土地稀少，有“七山二水一分田”之称。受自然地理环境影响，温州人口、经济与产业成组团式分布，城市空间布局也是呈组团式、分散式、块状式。随着城市范围的不断扩大，城市外围组团正逐渐成为城市的重要组成部分"。组团借助自身优势，吸引了越来越多的人口、商业、金融及其他产业，同主城区及其他组团间的联系日益密切。建设市域轨道

温州以新型城镇化为动力，优化城市总体空间布局：构建以温瑞平原一体化为主中心，以乐清和平（阳）苍（南）为副中心，以永嘉、文成、泰顺县城为山区发展带动极，以中心镇为城市化重要节点的“一主两副三极多点”大都市区布局。城镇化地区综合交通具有“高强度、多样化、高频次、强时效”的特征。温州新型城镇化建设迫切需要市域铁路，构建温州大都市区“一主两副三极多点”组团型的空间发展格局，优化大都市区城镇等级结构，促进市域城镇协调发展，
