[搞要】简述了《关于汞的水保公约》对电石法氯乙烯行业的要求，介绍了当前我国电石法聚氯乙烯行业汞使用及排放情况，重点分析了我国电石法录氧乙烯行业生产现状与履约差距，并提出了相关对策和建议。

Abstract: Requirements of the Minamata Contention on Mereury to calcium carbide method PVC industry were described. Consumption and emission of mercury in calcium carbide method PVC industry in China were introduced. The gap between current situation of calcium carbide method PVC industry in China and obligations under the convention was especially analysed, and related countermeasures and pro-posalswereputforward.

熊本市召开的《关于汞的水侯公约》外交全权代表大会上，通过了《关于汞的水保公约》文本和大会最后文件，包括中国在内的各国参会代表分别在最后文件和《关于汞的水保公约》上签字。2016年4月，第十二届全国人民代表大会常务委员会第二十次会议批准了《关于汞的水侯公约》。这是“里约+20会议以后国际社会通过的第一个多边环境条约，对于控制全球汞污染具有十分重要的意义，同时必将促进我国的重金属污染防治工作。
