结合海河流或基本特征,根据不同水功能区的自然属性和主导水体功能类型,确定河潮评估的重点并设置不同水功能区评估体系各属性权重及评估指标,建立了基于水功能区划的海河流域重要河潮健康评估体系,该体系包含水文特性、形态结构、水质特性、生物特性、壮会服务功能5个展性层25项河流健康评估指标和24项湖治健康评估指标;同时,速择漳河作为代表性河流构建河流健康评估框架。

Abstract: Water function zoning and health assessment of rivers and lakes are two important regulations for protection and management of water resources. Health assesment index system of important rivers and lakes for Haihe River basin was es-tablished based on water function zoning. 24 indicators for river health assessment index system and 23 indicators for lakes health assessment index system according to basic characteristics of Haihe River Basin were put forward from five criteria layers including hydrology physical structure, water quality, biological characteristics , and social service according to the natural properties and leading function of the rivers or lakes. Emphasis of health assessment was determined and the weights of different attributes and evaluation index were set up according to the functions of different rivers or lakes. Meanwhile Zhanghe River was selected as a representative River to set up a framework for river health assessment based on the de-scribed methods. Health assessment index system of Haihe River Basin based on water function zoning is an important meth-od to evaluate health status of rivers and lakes , realize organic combination of water quality , water quantity and water ecologi-cal and provide technical support for important rivers and lakes of Haihe River Basin management and ecosystem protection.
