小流域防洪评价与洪水预警机制研究

摘要:基于实地调查和资料分析,根据浙江省龙游县庙下溪小流域自然地理和社会经济状况,测算庙下溪小流域山洪灾害的区域分布和灾害影响程度,并对沿河村落防洪现状进行科学评价,分析了防洪预警方法、预警结果的合理性,进而划定受山洪威胁的沿河村落危险区,按自然村为单元确定预警指标和图值,为山洪灾害监测预警和防律提供科学依据。

Abstract : Flood disasters is a kind of natural disaster caused by continuous heavy rainfall in the mountain areas . In recent years, the frequent occurrence of mountain flood disaster in Longyou County , Zhejiang Province , not only causes devasta-ting damage to the infrastructure of the hilly area , but also poses a great threat to the people 's life and safety. Based on field survey and data analysis , the rational analysis on natural geography and social economie conditions of Miaoxia Stream water shed is conducted , and the regional distribution and disaster impact caused by mountain torrents disaster are investigated and evaluated. A scientific evaluation on flood control capacity of the villages in flood threat zone , as well as warming ap proaches , is also delineated. Taking the natural village as a unit to detemine early waming indicators and threshold , explo ring countermeasures for beaten villages in small watershed are talked about to provide technical support for flood disasters monitoring and early warning and defense .

衢州市位于浙江省西部,由于气候条件复杂、地形地质条件特殊,台风、强降雨引发的溪河洪水和由此诱发的滑坡、泥石流等山洪灾害发生频繁,给人民群众生命财产安全带来极大的损害,近年来,我国山洪灾害有加剧的趋势,且造成的损失也越来越大,成为我国洪涝灾害中致人伤亡的主要灾种(1-2),山洪灾害防治已迫在眉睫
