现状工况下衢州城区防洪能力测算

摘要:衢州城区防洪工程是按规划工况设计建设的,规划工程没有全部建成前,实际的防洪能力不明确.采用数据分析的方法,把实测较大历史洪水还原到现状工程情况下进行模拟调节和洪水演算,得到现状工况下的洪水系列,认为现状工况下,省州城区防洪闭合图堤顶高程均高于相应50年一遇洪水位,除机场提外堤顶(防浪墙)顶高程均高于相应洪水位加安全超高,机场堤高程高于50年一遇洪水位加安全加高值,衢州城区防洪能力达到50年一遇

Abstract : The flood control project built in Quzhou urban area was constructed acoording to the planned conditions , and the practical flood control capacity has not been proved before the entire completion of the planned project . This article, by ap plying the data analysis method , restored the measured larger flood encountered in the history to the conditions of curren flood control projects , and then carried out the simulative regulation and flood routing , at the very end, this article worked out the flood series under the current conditions , and came to the following conclusions : the embankment top elevation of the flood control enclosure in Quzhou urban area shall be higher than the level of the heaviest flood in 50 years, except that the embankment top elevation outside the airport dyke ( wave wall) shall be higher than the corresponding flood level com -bined with free height , the embankment top elevation of the airport dyke shall be higher than the level of the heaviest flood in 50 years combined with free height , thus enabling the flood control capacity in Quzhou urban area up to the level against the heaviest flood in 50 years.

1998年,衢州发生流域性大洪水,衢州城区德平坝进水,斗潭附近受,城区多处积水,洪水过后衢州城区开始了城市防洪工程建设,2003年城区基本形成防洪闭团合圈,衢州城区防洪工程设计标准50 年一遇(规划工况)[1-2,在规划上游骨干防洪工程建成前,现状防洪能力不到设计标准.现状工况的防洪能力确定一股方法是用天然洪水系列计算的

各种频率天然洪水、设定各防洪工程的运行状态、经调洪计算和洪水演进,形成设计断面洪峰流量,计算各断面洪水位和各项加高,与现状防洪堤高程比较确认.这种方法的缺点:(1)防洪工程的起调状态人为设定(一般较保守);(2)没有考虑上游暴雨尤其是梅雨期暴雨时间和空间的分配特点,设定的洪水组成过于保守(实际没有发生过),水利工程实际调洪作用人为减弱,造成计算结果偏高.客观地分析计算城区的防洪能力,对城区的防洪风险控制、防汛指挥决策和城乡规划建设都具有重要意
