大型公共项目前期策划阶段伦理决策困境
及规约机制

摘要：本文界定了大型公共项目前期策划阶段伦理决策的内涵，指出伦理决策主体是以政府为核心，众多利益相关者参与为辅的工程共同体，分析了伦理考量下大型公共项目前期策划阶段伦理决策主体面临的现实困境，一方面是决策主体本身面临的伦理决策困境，另一方面是决策主体外部伦理境域的缺失；针对其伦理困境构建了大型公共项目前期策划阶段伦理决策规约机制，主要包括：伦理决策主体道德调控机制及其构建、完善伦理决策外部伦理境域机制、强化组织伦理化管理机制以及贯彻执行工程伦理教育机制，该机制旨在将伦理观念和伦理规范贯彻执行到大型公共项目前期策划阶段决策中，实现大型公共项目的伦理责任和可持续发展。关键词：大型公共项目；前期策划；伦理决策；规约机制

Predicament and Disciplining Mechanism of Ethical Decision-making
in the Pre-planning Stage of the Large-scale Public Projects

Abstract: This paper defines the connotation of ethical decision-making in the preliminary planning stage of the large-scale public projects, pointing out that the main body of ethical decision-making are the government and various stakeholders who take part in the project altogether. Besides, this paper offers an analysis of the realistic plights of ethical decision-making in the preliminary planning stage, including the engineering ethical dilemmas that the main body of ethical decision-making encounters and the lack of external ethical decision horizon. The paper further endeavors to establish the disciplining mechanism of ethical decision-making in the preliminary planning process in the view of ethical decision-making plights, which mainly includes moral regulation mechanism and its construction of ethical decision-makers, the improvement of external ethical realm, strengthening of organizational ethics management and the practice of engineering ethics education, hoping to apply ethical values and principles into the preliminary planning stage of large-scale public projects and realize ethical responsibility and sustainable development of the projects.
