引言
有机水溶肥料是对游离氨基酸、矿物源腐植酸、海藻提取物、壳聚糖、聚谷氨酸、聚天门冬氨酸、糖密、低值负及发酵隆解物等有机资源循环利用的精细化农业生产资料，所含有的天然有机降解成分具有生物刺激作用，对促进土壤、植物、微生物的生态体系可持续发展有着科学的重要作用。
联合国粮农组织（FAO）2019年发布的 The International Code of Conduct for the Sustainable Use and Management of Fertilizers（Licence∶CCBY-NC-SA 3.0 IGO）《肥料可持续使用和管理国际行为规范》，明确提出"生物刺激素"（Biostimulant∶product that stimulates plant growth through the synthesis of growth-promoting substances and/or plant nutrition processes independently of nutrient content, with the aim of improving one or more of: the plants'nutrient use efficiency or uptake; plant tolerance to abiotic stress;or，crop quality traits.）的术语和定义。
本文件是对我国有机水溶肥料发展的规范性总结，形成不同原料有机水溶肥料的总则性要求。
1范围
本文件规定了有机水溶肥料术语和定义、要求、试验方法、检验规则、标识、包装、运输和储存等。本文作适用于中华人民共和国境内生产和（或）销售及使用的，以有机资源为主要原料.经物理、化学和（或）生物等工艺过程加工而成的，含有生物刺邀素成分的液体或固体水溶肥料。
