言
根据河北省住房和城乡建设厅《2020 年度省工程建设标准
和标准设计第一批制(修)订计划》(冀建节科函〔2020〕43
号)的要求,由河北建工集团有限责任公司会同有关单位经过
深入调查研究,参考国家相关标准,结合河北省实际,在原《被
动式低能耗建筑施工及验收规程》DB13(J)/T 238-2017 的基础
上修编而成。
本标准共分为 10 章,主要技术内容包括:1. 总则;2. 术
语;3. 基本规定;4. 墙体节能工程;5. 屋面节能工程;6. 地
面与楼面节能工程;7. 门窗节能工程;8. 气密性措施工程;
9. 通风与空气调节节能工程;10. 验收。
此次修编内容:增加了现浇混凝土内置保温系统、钢丝网架
复合板喷涂砂浆外墙保温系统的施工和质量验收要求;补充了材
料与设备检验要求;补充了气密性措施工程、通风与空调节能工
程的内容;验收一章中增加了现场实体检验一节,删除了施工评
价一节;其余各章节均做了补充、调整。
本标准由河北建工集团有限责任公司负责具体技术内容的
解释,由河北省绿色建筑推广与建设工程标准编制中心负责管
理。
标准实施过程中,请各单位结合工程实践,认真总结经验、

总
则
1.0.1
为加强被动式超低能耗建筑节能工程的施工管理,统一节
能工程施工及质量验收标准,保证建筑工程节能效果,制定本标
准。
1.0.2
本标准适用于河北省抗震设防烈度为8度及以下地区的新
建、扩建的被动式超低能耗民用建筑中围护结构、通风及空气调
节节能工程的施工及质量验收。
1.0.3
被动式超低能耗建筑节能工程施工及质量验收除应符合
本标准规定外,尚应符合国家和河北省现行有关标准的规定。

术
语
2.0.1
被动式超低能耗建筑 passive ultra-low-energy buildings
适应气候特征和自然条件,通过被动式技术措施大幅度降低
建筑供暖、空调、照明需求,提升主动式能源设备与系统效率,
合理利用可再生能源,以更少的能源消耗提供更舒适的室内环
境,其室内环境参数和能效指标分别符合河北省工程建设标准
《被动式超低能耗居住建筑节能设计标准》DB13(J)/T8359、
《被动式超低能耗公共建筑节能设计标准》DB13(J)/T8360规定
的居住建筑和公共建筑,统称为被动式超低能耗建筑。
2.0.2
建筑气密性
air tightness of building
建筑在封闭状态下阻止空气渗透的能力。用于表征建筑或房
间在正常密闭情况下的无组织空气渗透量。通常采用压差实验检
测建筑气密性,以换气次数N50,即室内外50Pa压差下换气次数
来表征建筑气密性。

气密层
air tightness layer
由气密性材料和建筑部件、抹灰层等形成的阻止空气渗透的
连续构造层。

气密性材料
air tightness material
对建筑外围护结构的缝隙进行密封,防止空气渗透的材料。
2.0.5
换气次数
air change rate
单位时间内室内空气的更换次数,即通风量与房间容积的比
值。

防水隔汽材料
water-proof and vapor-barrier material
对建筑外围护结构室内侧的缝隙进行密封、防止空气渗

热桥

围护结构中热流强度显著增大的部位。

断热桥锚栓

通过特殊的构造设计,能有效减小或阻断锚钉热桥效应的锚
栓。

现浇混凝土内置保温系统
Built-in insulation system
of cast-in-place concrete
通过不锈钢腹丝焊接网架或金属连接件将现浇混凝土结构
层和防护层可靠连接,中间设置保温层,层间设置混凝土挑板,
在保温层两侧结构层和防护层同时浇筑混凝土,形成保温与外
墙结构一体的外墙保温系统。

钢丝网架复合板喷涂砂浆外墙保温系统
external walli

由内斜插金属腹丝与复合保温板外单侧或双侧钢丝网片焊
接形成钢丝网架复合保温板,通过金属连接件将钢丝网架(片)
复合保温板与现浇混凝土结构层可靠连接,外侧钢丝网喷涂砂浆
作为防护层、内侧结构层浇筑混凝土形成保温与主体结构一体的
外墙保温系统;或者将钢丝网架(片)复合保温板与钢结构、钢
筋混凝土框架结构主体可靠连接,内、外侧钢丝网片喷涂砂浆作
为防护层,形成钢丝网架复合保温板外墙保温系统。

2.0.13
连接件
connector
穿过保温层,两端分别与结构层、防护层或两端的防护层
进行可靠连接的钢筋、型钢、纤维增强塑料等构件,穿过保温
板部位的钢筋或型钢应采用工程塑料热熔包覆。
2.0.14
可调节外遮阳装置
Adjustable external shading device
安装在建筑物围护墙外侧,能够调整角度、形状,改变遮光
状态的建筑遮阳装置。
2.0.15
全装修 full decoration
在交付前,住宅建筑内部墙面、顶面、地面全部铺贴、粉刷
完成,门窗、固定家具、设备管线、开关插座及厨房、卫生间固
定设施安装到位,公共建筑公共区域的固定面全部铺贴、粉刷完
成,水、暖、电、通风等基本设备全部安装到位,达到建筑使用
功能和性能的基本要求。
2.0.16
进场验收
site acceptance
对进入施工现场的材料、部品部件、设备及器具等进行外
观质量检查和规格、型号、技术参数及质量证明文件核查并形
成相应验收记录的活动。
2.0.17
检验
inspection
对被检验项目的特征、性能进行量测、检查、试验等,并将
结果与标准或设计规定的要求进行比较,以确定项目每项性能是
否合格的活动。
2.0.18
复验
site reinspection (repeat test)
进入施工现场的材料、设备等在进场验收合格的基础上,
按照有关规定从施工现场随机抽样,送至具备相应资质的检测
机构进行部分或全部性能参数检验的活动。
2.0.19
型式检验
type inspection
由生产厂家委托具有相应资质的检测机构,对定型产品或

成套技术的全部性能指标进行的检验,其检验报告为型式检验
报告。通常在产品定型鉴定、正常生产期间规定时间内、出厂
检验结果与上次型式检验结果有较大差异、材料及工艺参数改
变、停产后恢复生产或有型式检验要求时进行。

现场实体检验
in-site inspection
在监理工程师见证下,对已经完成施工作业的分项或子分
部工程,按照有关规定在工程实体上抽取试样,在现场进行检
验;当现场不具备检验条件时,送至具有相应资质的检测机构
进行检验的活动,简称实体检验。
2.0.21
质量证明文件
quality guarantee document
随同进场材料、设备等一同提供的能够证明其质量状况的文
件。通常包括出厂合格证、中文说明书、型式检验报告及相关性
能检测报告等。进口产品应包括出入境商品检验合格证明。适用
时,也可包括进场验收、进场复验、见证取样检验和现场实体检
验等资料。

核查
check
对技术资料的检查及资料与实物的核对。包括:对技术资料的
完整性、内容的正确性、与其他相关资料的一致性及整理归档情
况等的检查,以及将技术资料中的技术参数等与相应的材料、构
件、设备或产品实物进行核对、确认。

基本规定
3.1
技术与管理
3.1.1
被动式超低能耗建筑施工现场应具有健全的质量管理体
系、相应的施工技术标准、施工质量检验制度和综合施工质量
水平评定考核制度。施工现场质量管理应按本标准和现行国家
标准《建筑工程施工质量验收统一标准》GB 50300、《建筑节
能工程施工质量验收标准》GB 50411 的有关要求进行检查。
3.1.2
被动式超低能耗建筑围护结构保温工程应采用成套技
术,并选用配套供应的保温系统材料和专业化施工工艺。
3.1.3
被动式超低能耗建筑节能工程施工前应编制节能工程专
项施工方案,专项方案应符合设计要求和国家及河北省现行有
关标准规定,并按照相关规定进行审批。
3.1.4
被动式超低能耗建筑节能工程施工采用的新技术、新工
艺、新材料、新设备,应按照有关标准进行论证及评价。施工
前应对新采用的施工工艺进行评价,并制定专项施工方案。
3.1.5
施工单位应对施工作业人员进行技术交底和必要的实际
操作培训,了解材料和设备性能,掌握施工要领和具体施工工
艺,经培训合格后方准上岗。对热桥处理、气密性保障等关键
环节宜按专项施工方案进行现场实际操作示范。
3.1.6
工程设计变更不得降低建筑节能性能,且不得低于国家
和河北省现行有关建筑节能设计标准的规定。当设计变更涉及
建筑节能效果、气密性效果时,应经原施工图设计文件审查机
构审查,在实施前办理设计变更手续,并应获得监理或建设单

位的确认。
3.1.7
用于工程质量验收的各项检测,应由具备相应资质的检
测机构承担。
3.1.8
被动式超低能耗建筑在使用过程中应对外墙保温系统定
期检测、维护。
3.2
材料与设备
3.2.1
被动式超低能耗建筑节能工程使用的材料、构件和设备
必须符合设计要求及有关标准的规定,严禁使用国家和河北省
明令禁止使用或淘汰的材料和设备。
3.2.2
公共机构建筑和政府出资的建筑工程应选用通过建筑节
能产品认证或具有节能标识的产品;其他建筑工程宜选用通过
建筑节能产品认证或具有节能标识的产品。
3.2.3
材料和设备的进场验收应符合下列规定:

应对材料和设备的品种、规格、包装、外观和尺寸等进
行检查验收,并应经监理工程师(建设单位代表)确认,形成
相应的验收记录;

应对材料和设备的质量合格证明文件进行核查,并应经
监理工程师(建设单位代表)确认,纳入工程技术档案。所有
进入施工现场用于节能工程的材料和设备均应具有出厂合格
证、中文说明书及相关性能检测报告。进口材料和设备应按规
定进行出入境商品检验。
3
建筑节能工程使用的材料、构件和设备,应按照本标准
的规定在施工现场抽样进行复验,复验应为见证取样送检,复

验结果应符合设计要求,并应符合本标准及国家和河北省有关
标准的规定。当复验结果不合格时,该材料、构件和设备不得
使用。

在同一工程项目中,同厂家、同类型、同规格的节能材
料、构件和设备,当获得建筑节能产品认证、具有节能标识或
连续三次见证取样检验均一次检验合格时,其检验批的容量可
扩大一倍,且仅可扩大一倍。扩大检验批后的检验中出现不合
格情况时,应按扩大前的检验批重新验收,且该产品不得再次
扩大检验批容量。
3.2.4
涉及建筑节能效果的定型产品、预制构件,以及采用成
套技术现场施工安装的工程,相关单位应提供型式检验报告。
当无明确规定时,型式检验报告的有效期不应超过两年。
3.2.5
被动式超低能耗建筑工程所使用材料的燃烧性能等级和
防火处理应符合设计要求,并应符合现行国家标准《建筑设计
防火规范》GB 50016、《建筑内部装修设计防火规范》
