内容简介

DB13(J)/T 8420-2021 百年公共建筑设计标准

根据河北省住房和城乡建设厅《2020 年度省工程建设标准
和标准设计第一批制(修)订计划》(冀建节科函〔2020〕43
号)要求,由北方工程设计研究院有限公司、河北工业大学和河
北建筑设计研究院有限责任公司经广泛调查研究,认真总结现有
科研成果和实践经验,参考国家相关标准,结合河北省实际,在
广泛征求意见的基础上,编制本标准。
本标准共分 10 章,主要技术内容包括:1. 总则;2. 术语;
3. 基本规定;4. 建筑;5. 结构;6. 给排水;7. 供暖通风与空
气调节;8. 建筑电气;9. 建筑智能化;10. 建筑信息模型的应
用。
本标准由北方工程设计研究院有限公司负责具体技术内容
的解释,由河北省建设工程标准编制研究中心负责管理。
执行本标准过程中如有意见或建议,请寄送北方工程设计研

1.0.1
为规范河北省百年公共建筑设计,贯彻适用、经济、绿色、
美观的建筑方针,全面提高公共建筑的长寿性能、品质优良性能
和绿色可持续性能,制定本标准。
1.0.2
本标准适用于河北省抗震设防烈度 6 度及以上地区、结构
设计工作年限为 100 年的新建公共建筑设计。
1.0.3
百年公共建筑设计,除应符合本标准的规定外,尚应符合
国家及河北省现行有关标准的规定。

2.0.1 百年公共建筑 2 术 语
long-life sustainable housing
基于高质量发展理念,统筹公共建筑全寿命期内的全过程建
设管理与使用维护,具有建筑长寿性能﹑品质优良性能﹑绿色持
续性能和灵活适应性能,结构设计工作年限100年的公共建筑。
2.0.2 建筑支撑体 structure system of building
建筑中由各种构件(屋架、梁、板、柱、基础等)组成的能
够承受各种作用的体系。
2.0.3 建筑填充体 infill system of building
建筑中除结构体系之外的部分,包括填充墙、设备管线、厨
卫设施、门窗幕墙、吊顶、楼地面等。
2.0.4 管线分离 pipe and wire detached from skeleton
设备及管线自成体系并与建筑结构相分离的设计建造方式。
2.0.5 建筑耐久性能 durability performance of building
公共建筑全寿命期内在抵御自然环境影响及老化并在正常
使用与维护条件下,仍能满足建筑功能与性能要求的能力。
2.0.6 建筑适应性能 adaptability performance of building
公共建筑填充体在全寿命期使用过程中,具有功能灵活性﹑
维修方便性以及空间更新性等可持续使用需求的能力。
2.0.7 长期维护性能 long-term maintenance performance
公共建筑在全寿命期内为保持正常使用功能和性能维护更
新的能力。

基本规定
3.0.1
百年公共建筑设计应满足建筑长寿化、建设产业化、绿色
低碳化、品质优良化的要求。
3.0.2 百年公共建筑设计应在方案设计阶段进行策划,并应对经
济性和可行性进行评估,合理确定建设目标与实施方案。
3.0.3
百年公共建筑设计应符合建筑、结构、装修、设备及其管
线一体化设计与建造的要求。
3.0.4
百年公共建筑内设备及管线宜采用便于功能整合、灵活使
用的布置及管理方式。
3.0.5
百年公共建筑设计应满足建筑支撑体耐久性和建筑填充
体系适应性的建筑优良品质性能要求。
3.0.6
百年公共建筑设计应采取有效措施提高建筑耐久性能:
1
百年公共建筑设计应遵循结构与填充体相互协调适应的
原则,以延长并保证建筑使用寿命和各项性能;
2
百年公共建筑应采用耐久性好、易维护、便于更换的部
品或装修材料,优先选用可循环利用材料;
3
百年公共建筑的建筑部品与主体的连接应满足现行国家
标准《建筑抗震设计规范》GB 50011 的相关要求,建筑外遮阳、
太阳能设施、空调室外机位、外墙花池等外部设施应与建筑主体
结构统一设计、施工,确保连接可靠,同时应预留检修条件和操
作空间,并定期检修和维护。
3.0.7
百年公共建筑设计应从项目立项时进行绿色建筑策划,确
定总目标与相关指标,并在方案设计、初步设计、施工图设计中
严格落实,保证项目每个阶段绿色设计的经济、合理和高效。
百年公共建筑设计应满足绿色低碳化的要求,并应符合现行

河北省标准《绿色建筑设计标准》DB13(J)/T 231 和《绿色建筑
评价标准》DB13(J)/T 8352 的有关规定,相关参数不低于满足绿
色建筑二星级的技术要求。
3.0.8
百年公共建筑应进行空气环境、声环境、热环境、光环境
和水环境等室内环境健康设计,宜采用计算机模拟等技术进行定
量化分析、评估和优化,并在设计深入过程中进行完善和检验。
3.0.9
百年公共建筑材料、装修材料应符合国家现行标准《民用
建筑工程室内环境污染控制规范》GB 50325 、《室内装饰装修
材料内墙涂料中有害物质限量》GB 18582 的相关要求,并应选
用高效能的建筑产品、设备和绿色环保的建筑材料。
3.0.10
百年公共建筑设计应符合标准化并注重多样化的原则,
并应满足部品部件通用化的要求。
3.0.11
百年公共建筑应采用通用设计,符合通行无障碍、操作
无障碍、信息感知无障碍原则,满足老年人和大多数人日常使用
的便利性和安全性要求,并应符合现行国家标准《无障碍设计规
范》GB 50763 的相关规定。
3.0.12
百年公共建筑应满足现行国家标准《建筑工程施工质量
评价标准》GB/T 50375 中优良工程标准,提高建筑工程施工质
量,保证百年公共建筑品质优良性能。
3.0.13
百年公共建筑应制定明确的维护维修计划和制度,确定部
品的耐久年限等级,明确部品部件的维修维护时间节点。
3.0.14
百年公共建筑的设计应满足定期维护、修缮要求,并应长
久保持正常使用功能。
3.0.15
百年公共建筑的设计应符合国家相关物权、物业管理等
法律法规。

4.1
一般规定
4.1.1
百年公共建筑设计符合河北省装配式建筑的相关规定和
规范要求,建筑的平面、立面及围护结构和建筑构件设计宜遵循
模数协调统一的设计原则,推进建筑产业现代化。
4.1.2
百年公共建筑应采取提升建筑适应性能和建筑耐久性能
的措施,延长建筑使用寿命。
4.1.3
百年公共建筑填充体应采用节能、环保、绿色、耐久的建
筑材料。
4.2
总平面布局
4.2.1
场地规划应综合分析场地资源,合理控制开发强度,并采
用适宜技术,满足绿色建筑目标和可持续运营的要求。
4.2.2
公共建筑资源及配套辅助设施设备宜与周边区域共享和
互补,场地内公共活动空间宜全时或错时向公众开放。
4.2.3
场地内公共步行通道、公共活动空间、公共开放空间、运
动健身场所、停车场等公共空间应设置完善的无障碍设施,并符
合现行国家标准《建筑与市政工程无障碍通用规范》GB 55019
和《无障碍设计规范》GB 50763 的有关规定。
4.2.4
建筑场地应安全可靠,并符合下列规定:
1
应避开至少 100 年使用期限内可能产生洪水、泥石流、
滑坡等地质危险地段;
2
应尽量避开建筑抗震不利地段,当无法避开时应采取有

效的抗震措施;严禁在建筑抗震危险地段建造百年公共建筑;
3
应避开至少 100 年使用期限内容易产生风切变的地段;
4
在建筑场地范围内及周边应无危险化学品等重大污染源,
无易燃易爆危险源威胁及有害有毒物质危害;
4.2.5 5 建筑场地的防洪排涝设计重现期应不小于 100 年。
1 建筑规划布局应满足日照标准,并应符合下列规定:
有日照要求的托儿所、幼儿园的的活动室、寝室及具有
相同功能的区域,应满足冬至日底层满窗日照不少于 3h 的标准;
2
老年人照料设施中的居住空间或起居厅,医院、疗养院
半数以上的病房和疗养室,中小学普通教室,应满足冬至日不小
于 2h 的日照标准。
4.2.6 1 场地交通设计应符合下列规定:
场地内道路系统应便捷 通畅,满足消防、救护及减灾救
灾等要求;

场地内宜采取人车分流措施,且步行和自行车交通系统
有良好照明;
3
场地内应结合绿化景观设计完善步行道系统,提供配套
的休憩设施,并综合考虑遮阴、排水要求。
4.2.7 1 场地停车设计应符合下列规定:
机动车停车应满足节约用地的要求,优先采用地下停车
和立体停车的方式,地面停车比例不得大于 20%,平面布置宜相
对集中,停车不占行人活动空间,在临近建筑主入口处设置残疾
人专用停车位;各类公共建筑物的配建停车设施建成后宜面向社
会开放使用;

停车场应具有电动汽车充电设施或具备充电设施的安装

条件,并应合理设置电动汽车停车位,比例应符合国家和地方的
现行规定;
3
各公共建筑应配有满足需求的自行车停车场地,自行车
停车位和公共自行车租赁点宜靠近场地内出行量大的位置和建
筑人行出入口附近,且宜采取遮阳设施或结合生态林荫场地设置;
4
停车配建指标应按照当地管理技术规定,根据不同建筑
功能进行合理配建。
4.2.8
场地公共活动空间内设置健身用地时,宜符合下列规定:
1
室外健身场地不少于总用地面积 0.5%;
2
设置专用慢行步道,宽度不应小于 1.25 米,长度不宜少
于用地红线周长的 1/4 且不少于 100 米,健身慢行道面层宜采用
弹性减振、防滑和环保的材料。
4.2.9
场地综合管线设计应符合下列规定:
1
场地管线应全部地下敷设,宜采用综合管廊或管沟,方
便维护和更换的要求;
2
场地管线应和城市市政管网相衔接,预留埋设位置;
3
管线设计应综合考虑地上、地下建筑的设计条件,并满
足地面交通工具承载力和园林绿化的种植要求。
4.3
建筑空间布局
4.3.1
百年公共建筑空间布局宜具有适应性及可变性,兼顾建筑
全寿命期内的使用。
4.3.2
百年公共建筑室内环境要求相同或功能相近的房间、空间
相似的房间宜集中布置。
4.3.3
设备机房、管道井宜靠近负荷中心布置,并便于设备和管

道的维修、改造和更换。
4.3.4
建筑电梯、楼梯设置应满足相关规范要求,并符合下列规
定:
1
医疗建筑、疗养院、老年人照料设施建筑等应按规范要
求设置医用电梯或可容纳担架的电梯;
2
电梯台数和规格应经计算后确定并满足建筑的使用特点
和要求;
3
百年公共建筑应选用标准化电梯部品。二层及二层以上
入口层楼面距室外设计地面的高度超过 3m 的百年公共建筑,宜
设置电梯;三层及三层入口层楼面距室外设计地面的高度超过
6m 的百年公共建筑,应设置电梯;电梯应满足无障碍电梯要求。
4.3.5 1 建筑地下空间设计应符合下列规定:
建筑地下空间宜与相邻建筑地下空间相连通或整体开发
利用;

地下空间宜与地面交通系统有效连接,同一街区内的公
共地下空间应按规划进行互通设计;
3
宜通过控制地下空间覆盖率或增加覆土厚度等方式控制
径流;
4
地下空间人流集中区域宜设置自然采光与通风中庭、天
井空间;
5
地下汽车库设计应合理设置电动车停车位,并满足现行
国家标准《电动汽车分散充电设施工程技术标准》GB/T 51313
的相关要求,电动汽车停车位配置数量应高于地方政府相关部门
的规定;
6
有人防要求的建筑地下空间设计需满足现行国家标准

《人民防空地下室设计规范》GB 50038 的相关要求,并应符合
地方政府相关部门的规定。
4.3.6
建筑高大空间设计应符合下列规定:
1
建筑高大空间设计按照过渡空间设计;
2
提供灵活可变的布局条件以满足不同功能活动的需要;
3
高大空间应合理设计流线,设置出入口分布和安全疏散
