内容简介

DB13(J)/T 8554-2023 城乡智慧燃气技术标准

根据河北省住房和城乡建设厅《关于印发<2023 年度省工程
建设标准第一批制(修)订计划>的通知》(冀建节科函〔2023〕
96 号)的要求,由新奥新智科技有限公司会同有关单位编制本标
准。
本标准共分为 10 章和 3 个附录,主要技术内容包括:1. 总则;
2. 术语;3. 基本规定;4. 基础信息系统;5. 管道燃气企业信息系统;
6. 瓶装燃气企业信息系统;7. 加气站企业信息系统;8. 燃气监管信
息系统;9. 系统验收;10. 运行及维护。
本标准由新奥新智科技有限公司负责具体技术内容的解释,
由河北省绿色建筑推广与建设工程标准编制中心负责管理。
本标准执行过程中如有意见或建议,请寄送新奥新智科技有

为规范河北省城乡智慧燃气建设,提高燃气行业智能化水
平,保障城乡燃气运行安全,制定本标准。
1.0.2
本标准适用于河北省城乡智慧燃气系统的建设、验收、运
行及维护。
1.0.3
城乡智慧燃气系统的建设、验收、运行及维护除应符合本
标准的规定外,尚应符合国家和河北省现行标准的有关规定。

2.0.1
城乡智慧燃气
smart gas for urban and rural areas
使用大数据、人工智能等技术手段,动态采集城乡燃气使用、
运行、监管各方主体行为数据,燃气管网的流量、压力、温度和
泄漏等物联感知数据,基于可视化方式进行有机整合,进行信息
处理、分析和挖掘,进而辅助燃气运行和监管工作的信息系统的
总称。
城乡智慧燃气包括管道燃气、瓶装燃气、加气站等燃气企业
信息系统和省、市、县三级燃气监管信息系统。

基 本 规 定
3.0.1
城乡智慧燃气建设应根据城乡燃气供气规模、用户需求、
运营模式、运行安全等要求进行整体规划。
3.0.2
城乡智慧燃气应遵循“自动感知、自动上传、自动分析、
自动预警、线下闭环处理”和统一规划、统一数据、统一架构、
统一标准的原则,采用“三级监管、四级联网”的建设模式。
3.0.3
城乡智慧燃气建设的架构应包括业务架构、数据架构、应
用架构、网络架构、部署架构。
3.0.4
燃气企业信息系统应按本标准附录A~附录C的数据标准
要求,上传数据至燃气监管信息系统。
3.0.5
燃气监管信息系统应通过河北省政务外网,实现省、市、
县级监管系统的数据交互。
3.0.6
燃气监管信息系统和燃气企业信息系统应形成信息共享、
协同联动的管理机制。

基础信息系统
4.1
一 般 规 定
4.1.1
燃气企业应建立燃气地理信息系统、监管和数据采集系统、
视频监控系统、物联管理系统等基础信息系统。
4.1.2
燃气企业信息系统建设应在满足安全的前提下支持信息共
享。
4.2
燃气地理信息系统
4.2.1
燃气地理信息系统适用于燃气场站、燃气管道本体及附属
设施等空间数据管理、分析和展示。
4.2.2
燃气地理信息系统应具备燃气数据采集与展示、燃气数据
存储与管理、燃气数据分析、智能应用等功能。
4.2.3
燃气地理信息系统空间坐标应采用 2000 国家大地坐标系,
高程应采用 1985 国家高程基准,建设应符合《地理空间框架基本
规定》GB/T 30317 以及《地理信息公共平台基本规定》GB/T 30318
的要求。
4.2.4
燃气地理信息系统的功能应符合表 4.2.4 的规定。

4.3
监控和数据采集系统
4.3.1
监控和数据采集系统是生产过程控制与远程调度相结合的
自动化系统,可应用于门站、LNG 储配站、调压站、调压柜、调
压箱等多种燃气场景。
4.3.2
监控和数据采集系统应由监控系统、通信系统和数据采集
系统组成,系统功能包括数据采集与显示、系统通信状态诊断、
运行工艺监视与控制、报警管理、在线组态、事件及日志管理等。
4.3.3
监控和数据采集系统应统一管理设备数据,设备编号应按
照一定的规则进行编码,具有唯一性;数据传输频率应根据实际
需求进行设置。
4.3.4
监控和数据采集系统的功能应符合表4.3.4的规定。
