燃气企业安全生产标准化与QHSE
管理体系有机融合

摘要：从安全生产标准化与质量健康安全与环境（QHSE）管理体系定义角度出发，介绍再种体系标准不同点，结合国外全业对两种标准体系建设经验和国内燃气企业生产适营特点，深入探讨了安全生产标准化与QHSE管理体系有机融合的思路，从核心其标要素、文件控制，检查与记录等方面制定了两种标准有机融合方策，形成了一套更为系统的融合新体系。通过实例检检，该体系运营模式随着不断深入和渗连到日常生产工作，显著提高了端气全业安全管理的整体绩效，增强了企业市场竞争力，为金业深入发展创遗了空间，确保金业持续、健康、安全、稳定生产运营，

一、安全生产标准化和QHSE管理体系
1.安全生产标准化
安全生产标准化是指在安全生产责任制基础上，制定相应的安全管理机制和操作规程，排查生产过程中潜在隐患，管控潜在危险源，制定应急预防措施，使得管理、设备以及生产环境处于安全状况下，按照安全生产标准规范要求进行各项生产作业，在实际工作中不断改进，从而完善企业安全生产标准化建设。
2.QHSE管理体系
QHSE是质量（Quality）、健康（Health）、安全（Safety）和环境（Environment）管理体系的简称，是实施质量健康、安全与环境管理的组织机构。QHSE管理体系目标是满足顾客需要，同时保障员工在安全、环保、健康条件下作业，具有整体性、层次性、持久性和适应性等4个特性。通过系统的运营模式将各管理要素进行有机融合，使之相互响应、相互联动，形成一套全方位、全过程的管理体系。QHSE管理体系还包含了卫生安全、环境管控的所有要素，实施过程中以预防为前提，并在实践中不断改进完善该套系统具有自我完善和自我激励作用，是一种适合现代企业安全运营的管理体系。
安全生产标准化与QHSE管理体系两者核心目标是相同的，都是通过对管理系统进行风险评估与控制，从而降低事方方数据
故风险的目的。
