中国建筑业BIM应用经济政策设计

【摘要】在简述中国BIM应用的情况后，总结了中国学者对解决BIM应用阻碍的诸多建议。应用经济学原理和方法分析了BIM应用外部性的危害及其对BIM应用的影响。建立了政府与企业间的完全信息动态博奔模型，研究了BIM应用的经济激励机制。建议中夹政府应采取以供给端为导向的、奖惩并行的、分阶段的BIM应用经济激励
方案，达到针对不同阶段的不同参与主体，采用不同的经济激励方案。【关键调】项目管理；BIM；博弃模型；经济激励；政策设计

The Policy Design of Building Information Modeling

Abstract:It is an out-of-order situation to promote and apply building information modeling (BIM) in China today after researched the state condition. Many advices of Chinese scholars to solve barriers of BIM application are summarized. The outer harms for BIM and the influence of BIM application are analyzed with economics principle and method.
Moreover, the establishment of dynamic game model
based on complete information is firstly proposed among enterprises and government. The overall aim of the model is to help govermment to promote economic policy. It is concluded that economic incentive effect is the key factor whether govermment improve BIM' s development. If the incentive effect is obvious, no matter what responses from other people, the government will resolutely promote economic incentive policies.Therefore, authors suggest that the govermment should adopt BIM applications economic incentive mechanism,includingsupply side oriented','rewards and punishments in parallel', and 'stage-style' for different interest subjects of economic stimulus policy.

政府导向一直是我国展开科研工作的重要方式。中国BIM的相关研究始于2002年Autodesk公司发布的BIM战略白皮书，国家陆续出台的关于推进建筑业信息化的纲要文件，引发了国内BIM技术的研究热潮。在“十五”期间提出的“建设领域信息化工作基本要点”，指出在中国要加快对建筑信息化的研究。随后，“建筑业信息化关键技术研究和

应用"成为“十一五”国家科技支撑计划重点项目， BIM作为重点支持项目，考虑基于BIM技术的下一代建筑工程应用软件的研究。同时，加快建筑信息化标准体系及关键标准的研究，为软件通用共享提供支持。到"十二五”期间，《2011--2015年建筑业信息化发展纲要》进一步提出了建筑业信息化的发展重点，BIM作为专项信息技术需要加快利用。截至2014年，中国已有很多项目利用BIM技术来优化项目管理工作。比如：北京奥运会奥运村、水立方、南水北调工程、香港地铁、杭州奥体中心主体育场、上海世博会部分场馆、万科金色里程、天津港国际邮轮码头、西溪会馆、上海中心大厦以及预建的
