多层级高速公路现场应急指挥信息系统研究

急指挥工作中存在的间题与不足,提高高速公路应急处置效率、丰富突发事件现场应急指挥手段。提出了在路段监控分中心或车道收费站等,与突发事件现场更近距离的路网节点,构建多层级高速公路现场应急指挥信息系统,形成现场指挥与省级应急中心指挥相结合的多层级应急指挥体系。通过对多层级高速公路应急管理体系的研究,分析了现场应急指挥信息系统的功能定位与需求,设计了多层级高速公路现场应急指挥信息系统软件的逻辑与物

Abstract; The Multi-level On-Site Emergency Commanding Information System is developed for the sub-provincial-level high way emergency management organizations and the highway emergency commanding vehicles, which need more effective on-site commanding facilities to improve the operation, The paper suggests implementing the Multi-level On-Site Emergency Com manding Information System of Highway at the toll stations or road supervision/control centers, which are closer to scenes of accidents, The management architecture of the Multi-level Emergency Commanding Information System and the functionality and requirements of On-Site level Information System are studied; The logic and physical architecture for the software are de-signed; the presented key technology schemes of system implementation, including network video monitoring of highway and integrated emergency commanding system, can be of practical engineering use.

随着我国交通建设的快速发展,高速公路已经成为我国综合交通运输网络体系中的中坚力量。近几年,高速公路交通事故、自然灾害等各种突发事件给人民群众的生命财产造成重大损失。随着我国各个行业信息化建设的不断推进,为了提高突发事件应急处置效率,各省高速公路应急管理部门都在积极建设应急指挥信息系统。目前高速公路应急指挥信息系统的主要功能集中在省级应急指挥中心,只有发生重大突发事件时,部分省(市)高速公路管理部门会派出移动应急指挥车进驻现场,展开应急指挥工作。由于移动指挥车易受到周边环境限制,当高速公路发生阻断后,不能快速到达突发事件现场,不能完全满足现场应急指挥的需
