《天津市民用建筑节能工程施工质量
验收规程》的通知
各有关单位:
根据《市住房城乡建设委关于下达 2023 年度天津市工程建设
地方标准编制计划的通知》(津住建设函[2023]158 号)要求,天
津市建设工程安全质量监督总站、天津建质建设工程检测试验有限
公司等单位编制完成了《天津市民用建筑节能工程施工质量验收规
程》,经市住房城乡建设委组织专家评审通过,现批准为天津市工
程建设地方标准,编号为 DB/T 29-126-2025,自 2025 年 4 月 1 日
起实施。
各相关单位在实施过程中如有意见和建议,请及时反馈给天津
市建设工程安全质量监督总站和天津建质建设工程检测试验有限
公司。
本规程由天津市住房和城乡建设委员会负责管理,天津市建设
工程安全质量监督总站、天津建质建设工程检测试验有限公司负责
具体技术内容的解释。

言
根据天津市住房和城乡建设委员会《关于下达 2023 年度天津
市工程建设地方标准编制计划的通知》(津住建设函[2023]158 号)
要求,本规程是在编制组广泛调研,认真总结实践经验,结合本市
建设工程实际情况,参考国家和本市相关标准,并在广泛征求意见
的基础上编制而成。
本规程的主要技术内容是:1.总则;2.术语;3.基本规定;4.
墙体节能工程;5.幕墙节能工程;6.门窗节能工程;7.屋面节能工
程;8.地面节能工程;9.供暖节能工程;10.通风与空调节能工程;
11.空调与供暖系统冷热源及管网节能工程;12.配电与照明节能工
程;13.监测与控制节能工程;14.地源热泵换热系统节能工程;15.
太阳能热水系统节能工程;16.太阳能光伏节能工程;17.建筑节能
工程现场检验;18.建筑节能分部工程质量验收。

总
则
1.0.1
为加强建筑节能工程的施工质量管理,统一建筑节能工程施
工质量验收标准,保证建筑节能工程施工质量,依据国家和天津市
相关法律、法规和技术标准,结合我市实际情况制订本规程。
1.0.2
本规程适用于天津市新建、改建和扩建民用建筑节能工程的
施工质量验收。
1.0.3
本规程对建筑节能工程施工质量的要求为基本要求,相关工
程技术文件、承包合同文件对节能工程质量的要求不得低于本规程
的规定。
1.0.4
民用建筑节能工程施工质量验收除应符合本规程外,尚应符
合国家和天津市现行有关标准及规定。
