内容简介

DB13(J)/T 8493-2022 建筑工程绿色施工管理标准

根据河北省住房和城乡建设厅《关于发布河北省工程建设标
准和标准设计复审结果的通知》(冀建节科〔2021〕2 号)的要
求,由河北建工集团有限责任公司、江苏南通二建集团有限公司、
南通市达欣工程股份有限公司会同有关单位在原《建筑工程绿色
施工示范工程技术标准》DB13(J)/T 200-2015 的基础上修编而成。
本标准共分为 11 章,主要技术内容包括:1. 总则;2. 术语;
3. 基本规定;4. 施工管理;5. 环境保护;6. 节材与材料资源利
用;7. 节水与水资源利用;8. 节能与能源利用;9. 节地与施工
用地保护;10. 绿色施工技术与创新;11. 绿色施工检查。
本标准由河北建工集团有限责任公司负责具体技术内容的解
释,由河北省绿色建筑推广与建设工程标准编制中心负责管理。
标准在执行过程中,请各单位认真总结经验,积累相关资料,
随时将有关修改意见和建议反馈至河北建工集团有限责任公司

1.0.1
为贯彻建筑工程环境保护、节材、节水、节能、节地的法
律、法规,最大限度地节约资源与减少施工活动对环境的负面影
响,提高建筑施工精细化管理水平,实现建筑工程绿色施工管理
的规范化、标准化,制定本标准。
1.0.2
本标准适用于河北省新建、改建、扩建建筑工程的绿色施
工管理。
1.0.3
建筑工程绿色施工除应符合本标准外,尚应符合国家和河
北省现行有关标准的规定。

标准
2.0.1 绿色施工 2 术 语
green construction
工程建设中在保证质量、安全等基本要求的前提下,通过科
学管理和技术进步,最大限度地节约资源与减少对环境的负面影
响,实现节材、节水、节能、节地和环境保护(四节一环保)的
建筑工程施工活动。
2.0.2 建筑垃圾 construction trash
新建、改建、扩建各类建筑物、构筑物等施工过程中产生的
废物料。
2.0.3 建筑废弃物 building waste
建筑垃圾分类后,丧失施工现场再利用价值的部分。
2.0.4 可再利用材料 reusable materials
在不改变材料的物质形态情况下直接进行再利用,或经过简
单组合、修复后可直接再利用的建筑材料。
2.0.5 可再循环材料 recyclable material
通过改变物质形态可实现循环利用的建筑材料。
2.0.6 回收利用率 percentage of recovery and reuse
施工现场可再利用的建筑垃圾占施工现场所有建筑垃圾的比
重。
2.0.7 非传统水源 non-traditional water sources
不同于传统地表供水和地下供水的水源,包括再生水、雨水、
海水等。

基本规定
3.0.1
绿色施工应符合《建筑工程绿色施工规范》GB/T 50905 和
《建筑工程绿色施工评价标准》GB/T 50640 等标准的规定。
3.0.2
绿色施工项目应制定绿色施工管理制度,建立绿色施工管
理体系,实施目标管理。
3.0.3
绿色施工项目应根据绿色施工要求进行图纸会审和深化设
计。
3.0.4
施工组织设计及施工方案中应有专门的绿色施工章节,绿
色施工目标明确,内容涵盖环境保护、节材、节水、节能、节地
等“四节一环保”的要求。
3.0.5
绿色施工项目应采用符合绿色施工要求的新技术、新材料、
新工艺、新设备进行施工,同时应对传统施工工艺进行改进。
3.0.6
绿色施工项目应建立绿色施工培训制度,并有实施记录。
3.0.7
绿色施工项目应采集和保存过程管理资料、见证资料、影
像资料和自检评价记录等施工资料。

施工管理
4.1
组织管理
4.1.1
工程开工前,建设单位应提供工程项目建设规划、建设场
地既有设施和构筑物情况等资料。
4.1.2
建设单位应负责组织协调工程建设参建各方的绿色施工管
理工作。
4.1.3
监理单位应审查施工组织设计中的绿色施工措施或专项施
工方案,并做好实施过程中的监督检查工作。
4.1.4
施工单位是建筑工程绿色施工的实施主体,全面负责绿色
施工的组织和实施。
4.1.5
实行总承包管理的建设工程,总承包单位应对绿色施工负
总责。
4.1.6
施工单位应将绿色施工管理指标纳入分包合条款,并进行
计量和考核。
4.1.7
工程项目部应建立以项目经理为第一责任人的绿色施工管
理体系,负责绿色施工的组织实施及目标管理。
4.1.8
工程项目部应定期组织绿色施工实施情况自检和评估,做
好阶段评价分析,制定改进措施。
4.1.9
工程建设参建各方应根据绿色施工目标,制定绿色施工考
核指标和绿色施工激励制度。

4.2
规划管理
4.2.1
施工单位应根据工程项目建设规划和设计文件进行环境风
险评估,做好绿色施工策划。
4.2.2
施工单位应编制包含绿色施工管理和技术要求的施工组织
设计、绿色施工方案或绿色施工技术措施,并经审批通过后实施。
4.2.3
绿色施工方案应主要包括以下内容:
1
工程概况,绿色施工考核目标、经济指标和控制目标;
2
绿色施工管理体系和管理制度,绿色施工主要措施和实施
计划;
3
环境保护措施。环境管理计划及应急救援预案,降低环境
负荷、减少环境污染、保护地下设施和文物等资源的管理措施;
4
节材与材料资源利用措施。节材目标、建筑垃圾减量化目
标,节材措施和可循环材料使用措施,节材优化、工具化、定型
化施工方案;
5
节水与水资源利用措施。节水目标,中水利用、雨水收
集等非传统水源合理利用的控制措施;
6
节能与能源利用措施。施工过程中的节能策划,节能目标、
节能措施;
7
节地与施工用地保护措施。临时用地指标、施工总平面布
置规划及临时用地节地措施;
8
职业健康安全保证措施;
9
绿色施工技术创新目标和实施计划;
10
绿色施工平面布置图、噪声监测点布置图、扬尘监测点
布置图。
4.2.4
施工单位应开展绿色施工技术和管理的创新研究,推广应

用新技术、新材料、新工艺、新设备等“四新”技术,鼓励对传
统施工工艺进行绿化升级革新。
4.2.5
施工单位应推进数字化、信息化、网络化办公方法。
4.3
实施管理
4.3.1
施工单位应结合工程项目特点组织绿色施工宣传,营造绿
色施工氛围。
4.3.2
施工单位应定期组织绿色施工知识培训,增强施工人员绿
色施工意识。
4.3.3
施工过程中,现场管理人员向作业人员进行的技术交底应
包含绿色施工要求。
4.3.4
绿色施工项目应对工程项目实施全过程动态管理,加强对
施工策划、施工准备、材料采购、现场施工、工程验收等各阶段
的管理和监督。
4.3.5
施工现场应设置包括环境保护等相关内容的绿色施工标
牌,在醒目位置设置节水、节能、节材、节地和环境保护等绿色
施工标识。
4.3.6
施工现场应对文物古迹和古树名木采取有效保护措施。
4.3.7
施工现场应设置连续、封闭等能有效隔绝各类污染的围挡。
4.3.8
施工单位应通过信息化手段监测并分析施工现场扬尘、噪
声、光、污水、有害气体、固体废弃物等各类污染物,并制定监
测超标后的应急预案。
4.3.9
施工单位应对绿色施工开展情况定期进行计量、核算、统
计、对比分析,制定改进措施,提高绿色施工管理水平。

4.4
人员安全与健康管理
4.4.1
施工现场应完善安全生产文明施工管理制度,落实安全生
产文明施工规范标准。
4.4.2
施工现场应符合《建设工程施工现场环境与卫生标准》
JGJ146 的规定。
4.4.3
施工现场临建设施应充分利用既有建筑、市政设施和周边
道路。设置的办公室、宿舍、食堂等临建生活设施应符合《施工
现场临时建筑物技术规范》JGJ/T 188 等规定。
4.4.4
临建生活设施应满足坚固、美观、通风、采光、防雨、防
潮、保温、隔热、防火等性能要求。
4.4.5
临建生活设施选址应合理,符合安全、消防要求等相关规
定,禁止在尚未竣工的建筑物内设置员工宿舍,严禁将在建工程
作为临建设施。办公用房、宿舍均满足 2m2/人的使用面积要求。
4.4.6
临时用房应进行必要的结构计算,符合安全使用要求,所
用材料合格并满足卫生、环保和消防要求。装配式活动房屋应有
产品合格证、使用说明书,符合国家和地方的相关规定要求。
4.4.7
作业区、生活区、办公区应设置符合卫生要求的饮水桶(或
饮水器),饮水器具应加盖、上锁、有标志,定期消毒,并由专
人负责管理。
4.4.8
临建设施的配电及用电管理必须满足《施工现场临时用电
安全技术规范》JGJ 46 的要求。
4.4.9
生活区、办公区应设置集中充电场所,满足小型工具、应
急器具、对讲设备等生产生活机具的充电需要,生活区宜单独设
置充电柜或充电房间,并安排专人管理。
4.4.10
施工现场职工宿舍应有必要的生活空间,设置单人铺和生

活用品专柜,照明及插座用电宜选用 36V 及以下安全电压,插座
宜选用 USB 口插座。
4.4.11
职工宿舍应保证夏季防暑降温和冬季职工取暖的需要,并
保障正常用电。空调、电暖气等设备应设专用配电线路,配备合
格的断路开关、漏电开关等电器保护装置,宿舍内严禁使用其他
各类电加热器具。
4.4.12
施工现场食堂应选择在通风、干燥的位置,防止雨水、污
水流入,远离厕所、垃圾站、有毒有害场所等污染源的地方,食
堂与厕所、垃圾站点及有毒有害场所的间距应大于 15m。
4.4.13
食堂应取得卫生许可证,炊事人员应有健康证,配置管理
人员和保洁人员,完善生活卫生设施,炊具、餐具和饮水器具应
及时清洗消毒。
4.4.14
施工现场应设置保健卫生室,有专(兼)职医生值班,应
有保健箱及一般常用药品和医疗器材、设备。
4.4.15
施工现场应配备专职或兼职急救人员,具备应急急救的处
置能力。
4.4.16
施工单位应加强施工人员卫生防疫教育,做好职工防病知
识、季节性流行病、传染病的宣传教育工作。
4.4.17
施工单位应为作业人员提供必备的防护用品,采取有效的
职业病防护措施,对从事有职业危害的人员应定期进行体检和培
训。
4.4.18
施工作业人员发生传染病、食物中毒、急性职业中毒时,
应在 2h 内向事故发生所在地建设行政主管部门和卫生防疫部门报
告,并应积极配合调查处理。
4.4.19
施工作业人员患有传染病或病源携带者时,应设置隔离

室,及时进行隔离,并由卫生防疫部门处置。
4.4.20
施工单位应对生活卫生状况进行监督,定期检查食堂、饮
食等卫生状况。
4.4.21
施工单位应对生活区卫生保洁及防疫情况进行检查,定期
消毒。
4.4.22
施工单位应利用智能化手段进行劳务实名制管理,自动采
集人员基本信息辅助人员定位管理、行为管理、考勤管理、薪资
管理等。
4.5
评价管理
4.5.1
施工单位应按照《建筑工程绿色施工评价标准》GB/T50640
指标体系要求,对绿色施工的效果及采用新技术、新材料、新工
艺、新设备情况,定期进行绿色施工自评估。
4.5.2
施工单位应成立评估小组,对绿色施工方案、实施全过程
进行综合评价,并保留相关记录。
